As of January 2025, Uganda lacks a comprehensive regulatory framework for cryptocurrencies. The Bank of Uganda (BoU), the nation's central bank, has consistently cautioned the public about the risks associated with digital currencies, emphasizing that they are not recognized as legal tender in Uganda. In April 2022, the BoU issued a directive prohibiting licensed entities under the National Payment Systems Act, 2020, from facilitating transactions involving crypto assets, effectively banning the conversion of cryptocurrencies into mobile money services. Despite these warnings, the Financial Intelligence Authority (FIA) has taken steps to regulate the sector by amending the Anti-Money Laundering Act in December 2020 to include Virtual Asset Service Providers (VASPs) as accountable persons. This amendment mandates VASPs to register with the FIA to enhance oversight and mitigate risks such as money laundering and terrorism financing. However, compliance has been limited, with few providers registering, leading the FIA to seek further regulatory measures. Currently, there are no specific restrictions on leverage or mandates to operate exclusively with local exchanges.
