Benin, AIIB plan $730M boost

Benin is expanding its access to multilateral infrastructure financing as it seeks to advance energy, transport and climate resilience priorities. A new multi-year pipeline with the Asian Infrastructure Investment Bank outlines potential funding of USD730 million for 2027-2028, with projects still subject to preparation, due diligence and approval.

Highlights

  • AIIB and Benin agreed to a USD730 million multi-year rolling pipeline for 2027-2028, focusing on energy, food security, and climate policy-based financing.
  • The pipeline includes USD250 million allocated for policy-based financing supporting Vision Benin 2060, with projects subject to due diligence and approval.
  • This marks AIIB’s first multi-year rolling pipeline in Africa, signaling a long-term strategic partnership with Benin expected to extend at least five years.

Pipeline framework targets energy and climate investment

As announced by AIIB, the bank and the Government of Benin have agreed a USD730 million multi-year rolling pipeline that sets a strategic framework for cooperation on priority infrastructure investments. The arrangement is designed to help both sides identify and develop potential projects aligned with Benin’s national development priorities and AIIB’s mandate to finance sustainable infrastructure.

The agreement is signed by Rajat Misra, AIIB’s director general for the Public Sector Clients Department, Region 1, and Hugues Oscar Lokossou, Benin’s delegate minister to the minister of finance in charge of external resource mobilization and debt management and governor for Benin at AIIB. The signing is witnessed by AIIB President and Chair of the Board of Directors Zou Jiayi and Aristide Medenou, Benin’s minister of economy and finance in charge of cooperation.

The proposed pipeline covers 2027-2028 and includes potential operations under the Energy, Food Security and Economic Resilience Facility and Climate Policy-Based Financing. AIIB says projects identified under the arrangement remain subject to preparation, due diligence and approval processes.

Africa expansion and Benin development agenda

Misra says Benin is an important partner for AIIB as the bank deepens its engagement across Africa, adding that the pipeline creates a structured basis for identifying and preparing investments that respond to the country’s priorities. He says AIIB aims to turn that shared ambition into sustainable projects that deliver tangible benefits for people and the economy.

Lokossou describes the pipeline as transformative for Benin and says the country is mobilizing USD730 million across energy, transport and climate resilience to accelerate development. He adds that the package includes USD250 million for policy-based financing to support Vision Benin 2060, while Benin also plans to contribute to the AIIB Project Preparation Special Fund.

AIIB says the arrangement is its first multi-year rolling pipeline in Africa, underscoring the bank’s broader push to expand work with governments on the continent. The framework also points to a longer-term strategic partnership, with Benin saying it envisages cooperation with AIIB extending for at least five years.

In our earlier report on the Andes-Atlantic Corridor, we covered the joint U.S.-Argentina infrastructure initiative aimed at upgrading rail, ports, pipelines, power and digital links to move resources from Argentina’s interior to Atlantic export routes. The article highlighted the financing framework and project pipeline around the corridor, including major energy developments tied to Vaca Muerta alongside transport and connectivity concessions intended to expand long-term export capacity.
