IMF, World Bank Group release cyber fraud framework for digital finance
Global cyber fraud blueprint

Launched during the 2026 IMF-World Bank Group Annual Meetings in Bangkok, the Bangkok Blueprint sets out a cross-border framework to help countries counter cyber-enabled fraud in digital financial services. The initiative, developed with the Bank of Thailand, comes as digital finance expands rapidly and fraud schemes grow more sophisticated across payments, platforms and telecommunications networks.

Highlights

  • IMF and World Bank Group released the Bangkok Blueprint detailing 12 policy considerations to combat cyber-enabled fraud in digital finance systems globally.
  • The framework emphasizes cross-sector and cross-border cooperation among regulatory, legal, and institutional systems to address vulnerabilities and strengthen trust in digital financial services.
  • The initiative targets the increasing sophistication of fraud schemes across social media, e-commerce, and telecommunications, aiming to protect economic opportunity, growth, and financial inclusion in developing economies.

Framework sets out 12 policy considerations

As reported by IMF, the framework is designed to help authorities prevent, detect and address cyber-enabled fraud through a coordinated approach across legal, regulatory and institutional systems.

The Bangkok Blueprint is released by the IMF and the World Bank Group managements in coordination with the Bank of Thailand. It outlines 12 key considerations for countries seeking to identify vulnerabilities and build comprehensive responses, with the goal of strengthening trust in digital financial services and supporting their role in growth and financial inclusion.

The blueprint is structured around five pillars: strategic and legal foundations, the fraud-mitigation life cycle, use of existing risk-mitigation and enforcement frameworks, stronger domestic and cross-border cooperation, and consumer protection and resilience. It also encourages countries to adapt the recommendations to their own legal, institutional and market conditions.

Bank of Thailand Governor Vitai Ratanakorn says cyber-enabled fraud is a global challenge that no country or institution can handle alone. IMF Managing Director Kristalina Georgieva adds that trust remains the foundation of financial systems as digital finance continues to expand.

Cross-sector cooperation seen as critical

The initiative highlights how fraud schemes increasingly span social media, digital platforms, e-commerce and telecommunications networks, broadening the set of public and private actors involved in enforcement and prevention.

The World Bank Group says stronger protection against fraud is essential if digital financial services are to keep supporting economic opportunity, jobs and inclusion in developing economies. Managing Director and Chief Financial Officer Anshula Kant says confidence in those services is necessary for users to benefit fully from them.

Thailand's Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas says the growing interconnectedness of digital finance requires an equally connected response to fraud. By promoting clearer accountability and faster cooperation across borders, the blueprint aims to help countries build a safer financial ecosystem and sustain digital finance as a driver of inclusion and growth.

Our earlier article on agentic AI in banking explained how autonomous AI tools could become a new interface between customers and banks, reshaping payments and creating fresh challenges for fraud monitoring. We noted that legacy anti-fraud systems are built around human behavior and may struggle as AI agents execute large volumes of authorized transactions, increasing the need for clearer rules and tighter coordination between banks, technology providers and regulators.
