AIIB backs TPG climate fund to expand emerging-market investment
AIIB boosts climate funding

Climate finance in emerging markets is drawing fresh institutional backing as development lenders seek to narrow a large funding gap. AIIB is committing USD50 million to the TPG Rise Climate Global South Initiative Fund and up to USD50 million more in co-investments across Asia, the Middle East and Africa.

Highlights

  • AIIB committed to the Global South Initiative, a parallel vehicle to TPG Rise Climate II fund, targeting high-impact climate investment in emerging and developing economies.
  • The fund, classified as Article 9 under the EU Sustainable Finance Disclosure Regulation, aims to attract institutional investors seeking climate-focused, sustainable investment exposure.
  • AIIB targets directing 50% of annual financing to private-sector-oriented operations by 2030, aiming to catalyze additional private capital and align with the Paris Agreement.

Fund structure and investment focus

As reported by AIIB, the commitment is intended to boost climate investment and support the development of climate finance markets across the bank's members in the three regions. The Global South Initiative is being developed with ALTÉRRA and operates as a parallel vehicle to the TPG Rise Climate II fund, with a mandate to attract long-term private capital to high-impact climate opportunities in emerging and developing economies.

The fund targets sectors including energy transition, green mobility, sustainable fuels, sustainable materials and products, carbon solutions, and climate adaptation and resilience. AIIB says the investment aligns with its broader strategy of mobilizing more private capital into projects that can scale climate-related infrastructure and business activity.

Kim-See Lim, AIIB Chief Investment Officer, Public Sector (Region 1) & Financial Institutions and Funds (Global) Clients, says mobilizing private capital is one of the bank's core thematic priorities and is essential to closing the climate investment gap in emerging markets. He says the partnership with TPG supports the expansion of innovative climate solutions while strengthening climate finance ecosystems across AIIB members, in line with the bank's target of directing 50% of annual financing to private-sector-oriented operations by 2030.

Climate finance impact across emerging markets

The vehicle is classified as Article 9 under the EU Sustainable Finance Disclosure Regulation, a category for financial products whose objective is sustainable investment. That designation is expected to support its appeal to institutional investors seeking climate-focused exposure with a defined sustainability mandate.

AIIB says its participation should help catalyze additional private capital alongside TPG Rise Climate and other co-investors, increasing the development impact of each dollar committed. The bank adds that the initiative also supports commitments under the Paris Agreement and the United Nations Sustainable Development Goals.

In our earlier article on Malaysia’s renewable energy supply chain push, we covered how MIDA linked 25 local manufacturing and service firms with TNB Genco and TNB Renewables to expand domestic capabilities across the renewable energy value chain. We highlighted that the initiative is aimed at turning the energy transition into broader industrial participation and long-term economic value by creating concrete commercial opportunities for local vendors and service providers.
