Y-12 sets FY2027 contractor performance plan for award fee evaluation
Ahead of the FY2027 evaluation period, the Y-12 National Security Complex defines how federal overseers assess contractor performance tied to national security work. The plan links performance ratings and award fees for Consolidated Nuclear Security to cost, schedule and technical outcomes across weapons production, uranium processing and nuclear materials management.
Highlights
- NNSA's FY2027 Performance Evaluation and Measurement Plan establishes criteria and available award fee amounts for Consolidated Nuclear Security, LLC at Y-12.
- Contractor performance at Y-12 will be assessed against cost, schedule, technical outcomes, and mission impact, with semiannual NNSA feedback and multiple oversight mechanisms.
- The plan aligns contractor compensation with success in manufacturing, storage, and processing of nuclear materials, reinforcing accountability under the NNSA's Site Governance Model.
FY2027 evaluation framework and oversight criteria
As reported by Department of Energy, the National Nuclear Security Administration's Performance Evaluation and Measurement Plan sets the criteria for reviewing the management and operating contractor at Y-12 during FY2027. The document states that NNSA uses the plan to determine how much award fee Consolidated Nuclear Security, LLC earns under its contract, with available fee amounts specified in the contract's pricing section.Under the framework, contractor performance is evaluated through a set of goals, along with Subjective Evaluation Factors and Key Outcomes where applicable. Those measures are assessed against authorized cost, schedule and technical performance, as well as demonstrated success and impact on the DOE and NNSA mission.
NNSA says it reviews performance throughout the evaluation period and provides semiannual feedback to the contractor. Oversight data includes formal DOE and NNSA assessments, contractor self-assessments, internal and external audits, inspections, program and project reviews, operational awareness activities and the Contractor Assurance System.
Role of Y-12 in national security operations
The Oak Ridge, Tennessee site supports national security programs through the production of weapons components and parts, stockpile evaluation and maintenance, stockpile surveillance, dismantlement, and nuclear materials management, storage and disposition. Its primary mission is the manufacturing of modern secondaries, along with the processing and storage of highly enriched uranium. The performance plan also reflects NNSA's Site Governance Model, identified in the document as Supplemental Directive 226.1D, or its successor. By tying contractor compensation to operational and mission outcomes, the framework is intended to reinforce accountability at one of the U.S. government's central nuclear security facilities.
Our earlier article on executive pay trends in South Africa highlighted how variable remuneration for CEOs and CFOs at JSE Top 200 companies has been rising much faster than fixed pay, with short- and long-term incentive outcomes surging in the latest reporting period. It also noted new Companies Act requirements from May 2026 that increase transparency through pay-ratio disclosures and introduce binding shareholder votes that can restrict directors’ roles on remuneration committees if pay reports are repeatedly rejected.
