Richard Teng became CEO of Binance in November 2023 following Changpeng Zhao’s resignation and has since led a rapid restructuring and regulatory expansion. In 2025, he focused on restoring regulatory trust, securing licenses in Hong Kong, Dubai, and France, and overseeing the firm’s legal settlements totaling $4.3 billion with U.S. authorities. Under his leadership, Binance implemented mandatory KYC, governance transparency, and a compliance-heavy corporate structure.
Teng brings over two decades of regulatory and fintech experience. He previously served as CEO of Abu Dhabi Global Market (ADGM), head of regulation at the Singapore Exchange (SGX), and a director at the Monetary Authority of Singapore. Since becoming CEO, he’s overseen Binance’s operations for over 150 million users and led initiatives in token listing reform, institutional custody, and CBDC integrations. Teng frequently engages with G20 regulators and leads Binance’s global compliance and public policy communications.
