BCDA to auction Camp John Hay O&M deals for hotels, golf course
Camp John Hay auctions set

The Bases Conversion and Development Authority is preparing long-term operating and management tenders for key tourism assets in Camp John Hay as it pushes broader upgrades across the Baguio estate. The planned bids cover the golf course and two hotels, with the agency also pursuing power and water infrastructure improvements after regaining control of the property in 2025.

Highlights

  • BCDA will auction long-term O&M contracts for Camp John Hay’s 18-hole golf course by year-end, requiring at least P500 million in improvements under a proposed 25-year deal.
  • BCDA is bidding out John Hay Hotels Garden Wing and Forest Wing O&M contracts this quarter, mandating at least P1 billion in capital expenditure, room expansion, and facility refurbishment.
  • BCDA plans P1.5 billion in power infrastructure upgrades with Meralco and an P80 million water project, ahead of full estate takeover of Camp John Hay in 2025.

Auction plans and investment requirements

As reported by BusinessWorld Online, the BCDA says it plans to auction within the year the long-term operations and management of an 18-hole golf course and two hotels in Camp John Hay, with the golf course tender scheduled for the end of the year.

BCDA President and Chief Executive Officer Joshua M. Bingcang says the agency is considering a 25-year contract for John Hay Golf, which is managed by the consortium of Golfplus Management, Inc. and DuckWorld Philippines until this year. He says the winning investor must commit at least P500 million in improvement works for the 5,517-yard course, which includes conference rooms, a veranda, and locker rooms with a jacuzzi and sauna.

The agency is also putting up for bidding this quarter the long-term management of John Hay Hotels Garden Wing, formerly The Manor at Camp John Hay, and Forest Wing, previously The Forest Lodge at Camp John Hay. Bingcang says the BCDA expects at least P1 billion in capital expenditure, additional hotel rooms, and refurbishment of the facilities.

The hotels are currently managed by Landco Lifestyle Ventures, a subsidiary of Landco Pacific Corp. Bingcang says Landco Pacific has expressed interest in the long-term O&M contract, though it still has to join the bidding process, adding that the company has an advantage because it already knows the numbers.

Infrastructure upgrades and estate impact

Beyond the hospitality and leisure assets, the BCDA says it is in talks with Manila Electric Co., or Meralco, for a possible partnership to improve power supply management in Camp John Hay. Bingcang says the parties hope to conclude negotiations within the year and that the proposal will be subject to a Swiss challenge.

The power plan includes placing overhead utility cables underground, with the upgrades estimated to cost P1.5 billion. The BCDA is also developing a water distribution system intended to stabilize supply inside Camp John Hay, with a project that would add 700 cubic meters per day at a cost of P80 million.

The planned tenders and utility projects form part of the BCDA's redevelopment push after a court ruling allowed it to take over the 246-hectare Camp John Hay estate in 2025. The ruling covers the John Hay hotels, golf course, CAP-John Hay Trade and Cultural Center, Commander's Cottage, open spaces, and other areas.

In our earlier article on planned Philippine sovereign bond reforms and anticipated index inclusion, we explained how these changes could broaden the investor base and improve liquidity for peso government securities. We also noted that cheaper financing and stronger market participation only translate into real economic gains if paired with credible fiscal management and well-executed productive spending—especially on infrastructure that improves competitiveness and lowers structural costs.
