Arizona advances bill to exempt cryptocurrencies from property taxes

Arizona lawmakers have taken a significant step toward passing legislation that would make the state’s legal environment more crypto-friendly. The Arizona Senate Finance Committee has approved Senate Bill 1044 (S.B. 1044) and Senate Concurrent Resolution 1003 (S.C.R. 1003), both aimed at protecting cryptocurrencies from property taxes at the state level. The final decision on the initiative is expected to be made by voters in November.

Senate Bill 1044 proposes exempting cryptocurrencies from state-level property taxes, while Senate Concurrent Resolution 1003 seeks to amend the Arizona Constitution to enshrine this exemption and put the measure to a statewide vote in November 2026.

If the linked proposals advance through the full legislative process and are ultimately approved by voters, Arizona would become the first U.S. state to explicitly exempt digital assets from property taxation.

Why does this matter?

In the United States, property taxes fall under state jurisdiction. Each state independently determines which assets are subject to such taxes—such as real estate or vehicles—as well as the applicable rates.

Although cryptocurrencies are not currently subject to property taxes in Arizona or most other states, adding them to the taxable base would require owners to pay an annual percentage simply for holding digital assets—even if those assets remained idle in wallets throughout the year.

Formally recognizing that digital assets are not subject to property taxes makes the state more attractive to crypto whales, startups, and blockchain-focused companies. It could stimulate economic development in the digital asset sector, support job creation, and attract new investment.

As a result, Arizona risks little in the short term but stands to gain long-term goodwill from crypto investors and a reputation as a crypto-friendly jurisdiction.
