Chainalysis challenges ICE award to TRM Labs in $94.6 million contract dispute
Chainalysis disputes ICE contract

A dispute over federal procurement in blockchain forensics is moving through the U.S. Court of Federal Claims after Chainalysis challenged an ICE contract award to rival TRM Labs. The one-year agreement, valued at about $94.6 million, covers forensic software and support services for Homeland Security Task Force investigations from July 1, 2026, through June 30, 2027.

Highlights

  • Chainalysis Government Solutions files a challenge on July 27 in the U.S. Court of Federal Claims over ICE’s $94.6 million contract award to TRM Labs.
  • The court grants Chainalysis permission to keep its complaint under seal, sets oral arguments for Sept. 2, and schedules a decision by Sept. 10.
  • The $94.6 million contract, focused on blockchain analytics tools for federal agencies, highlights competitive pressures between Chainalysis and TRM Labs.

Contract challenge and court timetable

As reported by Cointelegraph, citing CourtListener’s RECAP archive, Chainalysis Government Solutions files its challenge on July 27 in the U.S. Court of Federal Claims over ICE’s decision to award a sole-source contract to TRM Labs. The motion becomes publicly accessible on Sunday, while the complaint remains under seal because it contains confidential and proprietary information and trade secrets, according to the filing.

Chainalysis alleges that ICE’s decision is “arbitrary, capricious, and unreasonable.” The company says it submitted a capability statement after ICE issued a notice of intent to obtain forensic software and support services from TRM.

TRM intervenes in the case on July 28, and the court grants Chainalysis permission on July 31 to keep the complaint under seal. The court schedules responses from the government and TRM for Friday, oral argument for Sept. 2, and the government requests a decision by Sept. 10.

Implications for the blockchain analytics market

Federal award documents value the contract at about $94.6 million, making the case significant for suppliers of investigative software used by U.S. agencies. Both Chainalysis and TRM Labs provide blockchain analytics tools that help trace cryptocurrency transactions and support criminal investigations.

Public filings do not specify Chainalysis’s detailed objections or the remedy it seeks, limiting visibility into how the challenge could affect the procurement. TRM Labs declines to comment, while Chainalysis and ICE do not respond to requests for comment before publication.

In our earlier coverage of GSA’s request for an AbilityOne audit, we detailed how federal procurement oversight is tightening after Chinese-made technology items were found among products sold to U.S. agencies. We explained that the review focuses on verifying country-of-origin claims, sourcing records, pricing data and broader compliance to address national security and program-integrity concerns, while also testing how procurement rules affect accountability and competition.
