As reported by the House Committee on Appropriations, the bill is set for consideration by the Energy and Water Development and Related Agencies Subcommittee on May 15 at 9:00 a.m., with the markup to be livestreamed on the committee's website.

The proposal provides a total discretionary allocation of $58.5 billion, which is $461 million above the fiscal 2026 enacted level. Of that total, $35 billion is allocated to defense programs and $23.5 billion to non-defense activities.

Committee leaders say the legislation is designed to direct funding toward programs tied to U.S. national security, domestic energy supply and broader economic activity. Subcommittee Chairman Chuck Fleischmann says the bill continues support for nuclear deterrence modernization, science and technology programs, reliable energy development and waterway infrastructure.

Energy security and infrastructure priorities

The measure highlights support for the U.S. nuclear weapons stockpile, the Navy's nuclear propulsion program and programs intended to counter nuclear threats. It also backs the Trump administration's goal of expanding nuclear energy capacity and includes funding priorities linked to domestic critical minerals, baseload power research and electric grid cybersecurity.

According to the committee summary, the bill also removes funding for some Biden-era initiatives while redirecting applied energy technology spending. Chairman Tom Cole says the proposal combines energy production, technology investment, flood control, drought resilience and navigation projects aimed at protecting public safety and supporting U.S. commerce.
