OSFI risk outlook flags frontier AI as a growing operational risk for Canadian finance
Frontier AI risks rise

Canada's banking and insurance supervisor is updating its view of system risks as rapid advances in artificial intelligence add pressure to an already uncertain operating environment. The latest semi-annual outlook says frontier AI is intensifying cyber, technology, third-party and reputational risks, even as the sector remains resilient on capital, liquidity and governance.

Highlights

  • OSFI's 2026 Semi-Annual Risk Outlook highlights frontier AI as amplifying cyber, technology, third-party, and reputational risks in the Canadian financial system.
  • OSFI has issued guidance and technology risk bulletins on Generative, Agentic, and Frontier AI in 2026, emphasizing strengthened governance and accountability for risk management.
  • Canada's financial system remains resilient with strong capital and liquidity, while OSFI modernizes its supervision to address AI-driven risks and collaborates with domestic and international partners.

Frontier AI risks shape OSFI's latest outlook

As reported by OSFI, citing the Office of the Superintendent of Financial Institutions, the 2026 Semi-Annual Risk Outlook explains how risks to Canada's financial system have evolved since the 2026-2027 Annual Risk Outlook and keeps the main risks from that earlier assessment in focus.

OSFI says geopolitical uncertainty, economic change and rapid technological advances are intensifying risk in the Canadian financial system. The regulator places particular emphasis on frontier AI, saying the technology can amplify cyber, technology, third-party and reputational risks.

At the same time, OSFI says frontier AI offers opportunities to improve productivity and risk management. It says institutions should strengthen governance, controls and testing as capabilities advance, while boards and senior management remain accountable for managing the risks.

This year, OSFI has issued technology risk bulletins on Generative and Agentic Artificial Intelligence and Frontier Artificial Intelligence. It also has convened partners and contributed to international discussions on responsible AI adoption.

Supervisory response and sector implications

OSFI says Canada's financial system remains resilient, with strong capital, liquidity, governance and risk management helping institutions adapt, innovate and support households and businesses through uncertainty.

The regulator says it is continuing to modernize its supervisory approach from a position of strength by monitoring risks amplified by AI, strengthening its ability to assess frontier AI, technology concentration and critical third-party dependencies, and working with industry, national security partners and international regulators to support resilience and responsible AI adoption.

OSFI also says it is maintaining clear guidance that reinforces sound governance, accountability and risk management. Superintendent of Financial Institutions Peter Routledge says resilience is a competitive advantage in an era of advancing AI capabilities, adding that financial institutions that use AI responsibly while managing cyber, technology and third-party risks are better positioned to thrive in a complex environment.

OSFI publishes an Annual Risk Outlook each spring on the most significant risks facing Canada's financial system, while the semi-annual update revises that assessment when developments warrant.

In our earlier article on Wall Street’s renewed optimism around AI-linked stocks, we outlined how investor attention is being driven by sustained spending on AI infrastructure and software ahead of earnings. We also noted that the AI boom is running into practical constraints—data-center buildouts can be slowed by equipment and labor shortages, permitting delays, and power-access bottlenecks that may limit how quickly capacity can scale.
