The cost could be $2 trillion depending on design, Marc Goldwein notes
Proposal may cost up to $2 trillion

Marc Goldwein estimated that the cost of a certain proposal could be about $2 trillion over a decade, depending on how it is designed.

He also noted that a version of the proposal costing $1 trillion is possible.

Goldwein has previously examined other major fiscal policy options. He recently stated that limits to the charitable deduction could raise $100 billion without reducing giving, citing Tax Policy Center data. In another analysis, he noted that a well-designed Social Security fix could cover half the fiscal gap.
