Technology spending and budget priorities
As reported by Municipal Securities Rulemaking Board, the FY2027 budget incorporates feedback gathered through an extensive stakeholder engagement process and expands disclosure around planned technology expenditures. The report includes estimated expense allocations by technology system and further detail on the organization's technology transformation initiative. That initiative includes development of a municipal market data repository, major cybersecurity upgrades, cloud infrastructure improvements and enhancements to the Electronic Municipal Market Access, EMMA, website. The report also outlines how organizational reserves are being used to finance technology investments and other strategic priorities.
In a letter to stakeholders, Board Chair Alexander Chilton and CEO Mark Kim said fiscal stewardship and financial transparency remain central to the budget process. They added that industry feedback helped identify ways to clarify how resources are being allocated, particularly for technology investment.
Regulatory modernization remains a focus
The FY2027 budget also supports ongoing work to modernize MSRB rules as the municipal securities market evolves. The organization says those efforts are aimed at strengthening protections for investors and issuers while reducing compliance burdens for regulated entities.Current rulemaking initiatives include a broad review of the municipal advisor regulatory framework and targeted retrospective reviews of certain broker-dealer regulations. The budget links those policy efforts with longer-term operational and technology upgrades as the board prepares for calendar year 2027 fee implementation.
