Senator Cynthia Lummis of Wyoming is one of the most active digital asset policymakers in the U.S. Congress. In March 2025, she reintroduced the BITCOIN Act, a resolution proposing that the U.S. Treasury acquire up to 1 million BTC over five years to form a sovereign crypto reserve. At current prices, this would total more than $100 billion in assets, which is nearly 5% of Bitcoin’s total supply.
Lummis has also championed the CLARITY Act and GENIUS Act, both of which seek to streamline agency jurisdiction, define digital asset types, and establish taxation rules. In June 2025, she co-sponsored a crypto tax reform bill introducing a $300 transaction exemption, capped at $5,000 annually, to reduce tax burdens for retail users. Lummis frequently works with the Bitcoin Policy Institute and leads crypto working groups in the Senate Banking Committee. Her advocacy situates Bitcoin not just as a currency, but as a national security asset in long-term fiscal policy.
