Selangor targets care hub

Selangor has set a target to emerge as a national and ASEAN care industry hub by 2030 as the state prepares for an ageing population. The effort is supported by the state’s care economy policy, foreign investor interest in care technology, and clearer regulatory planning to facilitate the development of related projects.

Highlights

  • Selangor aims to become a regional care industry hub by 2030, with an emphasis on streamlined governance and ongoing action plans.
  • Investors from South Korea and Japan, including the Nagoya Institute of Technology, have expressed interest in care technology and expertise-sharing in Selangor as a long-term investment.
  • Selangor’s elderly population is expected to reach 1.4 million by 2040, driving demand, the creation of skilled jobs and the need for clearer land-use guidelines for investors.

Care policy and investment targets

As reported by The Edge Malaysia, Selangor Women’s Development and Social Welfare Committee Chair Anfaal Saari said the state has become a benchmark for other states in the region in implementing its care industry policy. She said the policy and action plan being implemented are ongoing, involve multiple stakeholders, and aim to facilitate governance and regulation for the sector.

Anfaal said the state government does not want excessive bureaucracy that makes it difficult for the industry to do business, with ease of doing business remaining a key objective through ongoing advocacy and promotional efforts. She told reporters this after the “Hot Seat Session” titled “Investment-Ready for the Care Boom: Policy Frameworks and Economic Potential in Selangor” held in conjunction with the Selangor International Care Expo 2026 in Kuala Lumpur.

According to her, countries that have expressed interest in investing in Selangor’s care industry include South Korea, particularly in technology and the use of artificial intelligence, as well as Japan through the Nagoya Institute of Technology, which is developing technology to assist stroke patients. She said the entry of international technology into the country also creates opportunities to share expertise with overseas partners as a long-term investment to ensure the care economy continues to grow.

Impact on employment and state development

Selangor Investment, Trade and Mobility Committee Chair Ng Sze Han said Selangor is the first state in Malaysia to have a comprehensive Care Economy Policy, which guides the state’s efforts through 2030. In his speech, he said Selangor already has the highest life expectancy in the country, while its elderly population is expected to reach around 1.4 million by 2040.

Ng said the state wants care investments that create skilled, better-paying jobs, collaborate with local businesses, and raise care standards for every family. He added that retirement villages, assisted living residences and rehabilitation centres may not necessarily fit under existing land-use categories, and the state government is therefore prepared to work with local authorities to provide clearer guidelines so investors know from the outset what can be built and where.

In our earlier report on letters of intent for investments exceeding RM3 billion in conjunction with the Selangor International Business Summit (SIBS) 2026, we highlighted the interest of four foreign companies formalised through the submission of LOIs to Invest Selangor. We also explained how the summit is positioned as a gateway to trade and investment opportunities, as well as Invest Selangor’s track record in facilitating thousands of projects that contribute to employment and the state’s economic growth.
