Ontario backs Generation Mining processing facility in Marathon
Ontario fuels mining future

Ontario is committing C$11 million to support a new C$410 million copper and palladium processing complex in Marathon, extending the province’s push to build out a domestic critical minerals supply chain. The project is positioned as the first recipient of the Critical Minerals Processing Fund and is expected to add more than 450 permanent jobs on top of 800 construction roles once fully operational.

Highlights

  • Ontario is providing funding from its C$500 million Critical Minerals Processing Fund to support Generation Mining’s processing facility linked to the C$992 million Marathon Project.
  • The Marathon facility aims to keep mineral processing local, reinforcing supply chain resilience, domestic sourcing, and industrial capacity for copper and palladium in Northwestern Ontario.
  • Provincial support is designed to attract private capital, expand regional skills, and bolster Ontario's position in electrification, EVs, clean energy, and defence manufacturing.

Funding plan for Marathon project

As reported by the Ontario Newsroom, the provincial government is providing the funding through its Critical Minerals Processing Fund to support Generation Mining’s processing facility in Northwestern Ontario. The complex is designed to convert raw ore into materials used in electrification, advanced manufacturing and defence, while also supporting the company’s broader C$992 million Marathon Project.

Vic Fedeli, Ontario’s minister of economic development, job creation and trade, says Northern Ontario remains central to Canada’s industrial capabilities and economic goals. Stephen Lecce, the province’s minister of energy and mines, says the investment helps Ontario expand in-province mining and processing capacity as jurisdictions respond to volatility linked to U.S. tariffs.

Jamie Levy, president and chief executive officer of Generation Mining, says the provincial support helps finance construction of what he describes as one of North America’s most advanced undeveloped copper-palladium projects. He also says the company plans to continue working with the province and Canada on building the next critical minerals mine in the country.

Jobs and supply chain impact in Northwestern Ontario

The facility is expected to strengthen Ontario’s effort to keep minerals mined in the province processed and refined locally rather than shipped elsewhere. The government says that approach supports supply chain resilience, domestic sourcing and long-term industrial capacity in sectors where copper and palladium are increasingly important.

Ontario says growing demand for power transmission systems, electric vehicles, clean energy infrastructure and defence technologies is lifting the strategic value of both minerals. In that context, the Marathon facility is intended to attract additional private capital, expand regional skills development and reinforce Marathon and Northwestern Ontario as part of the province’s wider mining and manufacturing base.

The funding is being delivered through Invest Ontario under the province’s C$500 million Critical Minerals Processing Fund. The government says the program complements broader measures including tax reductions, faster approvals, local procurement support and efforts to cut red tape across mining and manufacturing.

Our earlier article on Canada’s Team Canada Strong initiative explained the federal plan to expand the skilled trades workforce and address labour shortages by recruiting, training and hiring up to 80,000–100,000 new Red Seal workers by 2030–2031. It outlined measures such as paid youth placements, incentives for employers to take on first-year apprentices, and new grants and completion bonuses designed to improve apprenticeship completion and increase the supply of certified workers needed for major industrial and infrastructure projects.
