As first reported by Cointelegraph, House Speaker Mike Johnson sent the 21st Century ROAD to Housing Act to Trump’s desk on Monday, starting a 10-day review period, excluding Sundays, for the president to sign, veto or take no action under the U.S. Constitution.

The House of Representatives passed the bill last week with bipartisan backing from Democrats and Republicans. Its digital asset language bars the Federal Reserve from issuing or creating a CBDC, or any substantially similar digital asset, until the end of 2030.

Trump reportedly described the legislation as a "yawn" and sarcastically called the matter a "big deal." He also canceled a planned signing ceremony on Wednesday and said Republicans should instead focus on passing the SAVE America Act, a voting measure that would require in-person proof of U.S. citizenship for voter registration.

Crypto policy and congressional implications

The housing package drew support across party lines, with Senator Elizabeth Warren, who sponsored the Democrat-led legislation, including the CBDC ban as part of an effort to win Republican and White House support. Warren says lawmakers should be celebrating a bipartisan housing law and urges Trump to sign the bill.

The Senate began a state work period on Friday and lawmakers are expected back by July 13. That leaves the chamber about four weeks to address the Digital Asset Market Clarity Act before another state work period in August, keeping crypto market structure legislation on the congressional agenda alongside the housing bill.

Trump said in March that he would not sign other bills until the SAVE America Act was passed, though he also signaled support for CLARITY in a social media post. If he vetoes the housing measure, Congress can still override that action with a two-thirds majority in both chambers.
