Philip Morris wins FDA nod to market Zyn as lower-risk nicotine product in the U.S.
The U.S. nicotine market is shifting further toward smoke-free products as cigarette sales continue to decline and tobacco groups push alternative offerings. FDA order expands Zyn marketing claims
As first reported by CNBC, the Food and Drug Administration on Tuesday cleared 20 Zyn nicotine pouch products to carry a modified-risk claim stating that switching completely from cigarettes to Zyn lowers the risk of mouth cancer, heart disease, lung cancer, stroke, emphysema and chronic bronchitis.Zyn pouches contain nicotine but not tobacco, and users place them between the gum and lip. The latest order goes beyond the FDA's January 2025 authorization for the same 20 products to be sold, because that earlier decision did not allow Swedish Match, Philip Morris's subsidiary, to promote them as reducing disease risk.
The products covered by the order include Zyn Chill, Cinnamon, Citrus, Coffee, Cool Mint, Menthol, Peppermint, Smooth, Spearmint and Wintergreen, each in 3-milligram and 6-milligram strengths. The FDA says the decision does not mean Zyn is safe, and the agency continues to state that there is no safe tobacco product, that youth should not use tobacco products and that adults who do not use tobacco products should not start.
Regulatory shift supports smoke-free strategy
The decision gives Philip Morris a valuable health-related claim for one of the fastest-growing products in the nicotine sector, at a time when major tobacco companies are investing more heavily in smoke-free categories. Public health critics continue to raise concerns about youth use and addiction, even as the industry argues that adult smokers need greater access to alternatives viewed as less harmful than cigarettes.The Trump administration is taking a more industry-friendly approach after President Donald Trump reversed his earlier support for flavored e-cigarette restrictions during the 2024 campaign and pledged to save vaping. Since returning to office, the administration has created a pathway for some flavored e-cigarettes and nicotine pouches to remain on the market while FDA reviews continue.
Zyn is also becoming a cultural marker in conservative politics and among some tech workers who promote it as a cleaner alternative to cigarettes and chewing tobacco, or as a productivity aid. The Wall Street Journal reports that Health and Human Services Secretary Robert F. Kennedy Jr. uses nicotine pouches, and that Trump recently asked him which products he used after a lunch with tobacco executives.
