As cross-border security concerns intensify, the U.S. Department of State is convening governments from the Western Hemisphere, Europe and Asia at a ministerial focused on the resurgence of far-left political terrorism. The effort centers on stronger coordination, broader information sharing and tougher international law enforcement cooperation against what Washington describes as a growing transnational threat.

Ministerial agenda and threat picture

According to U.S. Department of State, the U.S. Department of State said it is gathering international partners at the Ministerial on the Resurgence of Political Terrorism under the leadership of Secretary Rubio to address the rise of far-left political terrorism. The department says the meeting is intended to expand coordination, improve information sharing and strengthen law enforcement mechanisms across borders.

The department describes the threat as involving violent attacks against private citizens, government officials, police, businesses and critical infrastructure worldwide. It says far-left anti-government terrorism now accounts for more attacks and plots in the U.S. than any other ideological category, with far-left actors responsible for 63% of all recorded anti-government attacks or plots and three of the four anti-government fatalities in the U.S. in 2025.

The State Department also cites European data to underline the scale of the issue. It says 21 attacks in the European Union in 2024 were attributed to far-left and anarchist terrorists, compared with 24 attacks by jihadist terrorists, while 12 of 45 reported terrorist attacks in Europe in 2025 were attributed to far-left and anarchist actors.

Enforcement measures and international implications

The department says Europe has seen a record number of attacks over the past three years targeting rail networks, critical infrastructure and private businesses, causing millions of euros in damage and broader economic disruption. It adds that many partner countries report a rise in far-left terrorist activity, including attacks on officials, economic sabotage, use of improvised explosive and incendiary devices, and links with violent anti-American, antisemitic or anti-tech movements.

Washington says it has already designated four violent far-left groups as Foreign Terror Organizations and Specially Designated Global Terrorists, with additional designations under review. In December 2025, the State Department announced Rewards for Justice offers of up to $10 million for information that disrupts the financial mechanisms supporting designated far-left terrorism groups.

The U.S. government says it is coordinating with foreign partners to restrict terrorist travel, deepen information sharing and improve law enforcement cooperation. It also points to the inaugural Counter Terrorism Law Enforcement Workshop held in May 2026 as part of a broader practitioner-level effort to share threat assessments and operational best practices.
