UK opens anti-dumping probe into U.S. LLD polyethylene imports
UK eyes US polyethylene

Britain’s trade remedies system is widening scrutiny of petrochemical imports with a new case focused on linear low-density polyethylene from the U.S. The product is widely used across healthcare, packaging and manufacturing supply chains, giving the investigation potential relevance for importers and downstream industrial users.

Highlights

  • The UK Trade Remedies Authority has launched an anti-dumping investigation into U.S. linear low-density polyethylene imports following a complaint by INEOS Olefins & Polymers.
  • The investigation covers import activities between 1 January 2025 and 31 December 2025, with potential market injury assessed for the period from 1 January 2022 to 31 December 2025.
  • If U.S. imports are found to harm the domestic sector, the TRA may propose anti-dumping duties, potentially impacting pricing and supply chains in packaging, manufacturing, and healthcare.

Investigation scope and industry timeline

As reported by GOV.UK, the Trade Remedies Authority has opened an anti-dumping investigation into imports of linear low-density, or LLD, polyethylene from the U.S. The case is initiated following an application from INEOS Olefins & Polymers, whose production base is in Grangemouth, Scotland.

The authority is examining whether the imported product is being dumped in the UK and whether that activity is causing injury to INEOS Olefins & Polymers’ business, which the notice says represents the entirety of the UK industry for this product. Businesses that may be affected, including importers and downstream users, can register their interest through the public file by 16 July 2026, after which full participation may become more difficult.

The period of investigation runs from 1 January 2025 to 31 December 2025, while the injury period covers 1 January 2022 to 31 December 2025. TRA investigations typically run for up to 12 months and involve evidence gathering from UK businesses, importers and overseas producers.

Potential impact on petrochemicals and supply chains

LLD polyethylene is a widely used material in the petrochemical sector and is important in applications where flexibility, durability and safety are required. The material is used in packaging and industrial products, and in healthcare it is used in medical packaging, tubing and other sterile applications.

Because the material underpins supply chains in healthcare, packaging and manufacturing, the investigation has implications beyond a single producer. If the TRA finds that unfairly priced imports are harming the domestic industry, it can recommend measures including anti-dumping duties intended to restore fair competition in the UK market.

Our earlier coverage of U.S. merger review activity under the Hart-Scott-Rodino program highlighted how antitrust regulators are maintaining close scrutiny of large transactions. We noted that fiscal 2025 saw 2,006 notified deals and 18 enforcement actions across sectors such as healthcare, energy, and manufacturing, underscoring the broader trend of regulators using formal investigations to address potential competitive harm.
