Third-quarter rating activity across housing subsectors

According to S&P Global Ratings, it took 82 total rating actions in the U.S. public finance housing sector in the third quarter of 2026, spanning positive actions, affirmations and new ratings.

Of the total, 17 were positive rating actions, including outlook revisions. The quarter also included 47 affirmations and 18 new ratings.

Within the positive actions, military housing accounted for a large share. S&P recorded eight upgrades on rental housing bond military housing issuers, with ratings ranging from 'BBB+' to 'AA', alongside three outlook revisions to positive from stable and one rating removed from CreditWatch with negative implications in the military housing subsector.

The agency also reported three upgrades on mobile homes issuers, with ratings ranging from 'A-' to 'A+'. In addition, one community development financial institution was upgraded to 'AA-' from 'A+'.

Credit trends in the U.S. housing finance market

The distribution of actions indicates that affirmations remain the largest category in the quarter, suggesting broadly stable credit conditions across much of the sector while select issuers post rating improvement.

The concentration of positive actions in military housing, mobile homes and a community development financial institution points to uneven but notable strength in parts of the U.S. public finance housing market. New ratings also indicate continuing issuance or financing activity within the sector during the quarter.

S&P Global Ratings’ warning about rising sovereign borrowing risks under persistent geopolitical shocks and elevated fiscal spending highlighted how higher global funding costs can erode fiscal headroom and pressure credit outlooks. Our earlier coverage also noted that emerging and frontier markets are especially exposed because debt-service burdens are often high relative to narrower revenue bases, while energy and food price spikes add inflationary strain to public finances.
