EBRD backs Romania wind farm financing with €31.9 million loan
EBRD boosts Romania wind

Romania is stepping up renewable energy investment as it works to strengthen energy security and meet its 2030 decarbonisation goals. A new EBRD-backed financing package for the Dunarea East project is set to add one of the country's largest wind farms and support power supply for about 600,000 people.

Highlights

  • EBRD provides up to €31.9 million senior loan to Midmar Callatis as part of a €367 million package for Dunarea East wind farm in Romania.
  • The 292.5 MW Dunarea East wind farm will generate 673 GWh annually, covering around 4% of Romania's 2030 onshore wind capacity target.
  • EBRD supports a skills programme in Constanța County with InvestEU backing, training at least 100 people in wind energy by 2030 with at least 30% female participation.

Financing package and project scale

As reported by EBRD, citing the European Bank for Reconstruction and Development, the lender is providing a senior loan of up to €31.9 million to Midmar Callatis, a wholly owned project subsidiary of Rezolv Energy, to finance the construction and operation of the Dunarea East wind farm in Romania. The loan is part of a broader senior financing package of up to €367 million for the project.

Dunarea East has an installed capacity of 292.5 MW and is expected to generate 673 GWh of renewable electricity each year. The project is expected to cover around 4 per cent of Romania's 2030 onshore wind capacity target, linking the investment directly to the country's energy security and decarbonisation agenda.

The EBRD financing also benefits from a €7.6 million first-loss guarantee from the European Union under the InvestEU programme. That support is designed to help mobilise private investment into renewable energy projects.

Workforce development and sector impact

The bank is also working with Rezolv Energy on a skills development programme in Constanța County, backed by an InvestEU-funded technical cooperation grant. The initiative is set to work with local educational institutions to provide accredited wind energy and related skills training to at least 100 people by 2030.

Female trainees are expected to account for at least 30 per cent of participants, and the programme includes measures to prevent and address gender-based violence and harassment in the workplace. The project is sponsored by Rezolv Energy, which is backed by Actis and Mubadala.

The investment comes as Romania accelerates renewable deployment to diversify its energy mix and reduce reliance on imported fuels and more carbon-intensive sources. The EBRD says it has invested more than €12.9 billion in 609 projects in Romania since 1991, including more than €700 million in over 15 energy projects since 2024, supporting more than 4.5 GW of renewable energy capacity.

Our earlier article on Mario Draghi’s warning about restrictive monetary policy explained how keeping interest rates above growth for too long can worsen debt dynamics and still end up undermining the productive investment needed for future resilience. We also highlighted his argument that, while inflation control remains the priority, policymakers should aim for the lowest rate path consistent with price stability and complement it with EU-level measures that de-risk strategic investment and support long-term growth.
