Attachment Order and Basis of Investigation

According to an Enforcement Directorate press release, the Bengaluru Zonal Office took this action under the provisional attachment order dated 22/07/2026 in connection with the RummyCulture App. and others. The agency states that this investigation relates to the generation and laundering of proceeds of crime arising from alleged fraud with online real-money rummy players.

The attached assets include bank balances, fixed deposits, mutual funds, convertible notes, equity shares, a farmhouse, and several residential and commercial immovable properties. These assets were held in the names of shareholders of Gameskraft Technologies Pvt. Ltd., their family members, private family trusts, and various associated entities.

The ED initiated this investigation based on multiple FIRs registered by law enforcement agencies in Telangana, which included charges of fraud under the Indian Penal Code, 2023. The agency also conducted search and seizure operations at the company’s offices and the residences of directors and key employees between 07/05/2026 and 13/05/2026 and from 20/06/2026 to 21/06/2026, during which documents, digital devices, and electronic records were seized.

Impact on Online Gaming Business

The investigation has so far revealed that Gameskraft Technologies Pvt. Ltd. and RummyTime Technologies Pvt. Ltd. were operating online real-money games, especially rummy games and tournaments, under various brands including RummyCulture, RummyPrime, Playship, and RummyTime. According to the agency, these platforms had a user base of around 30 million across the country, with a significant number from states where online real-money gaming is banned, such as Telangana, Andhra Pradesh, and Tamil Nadu.

The ED alleges that these companies earned substantial revenue by charging a platform commission of 10% to 15% on the stakes deposited by users. The investigation also states that despite claiming the platform was transparent, fair, and free from BOTs, the companies allegedly used automated programs without users’ knowledge or consent, causing financial losses to users and generating proceeds of crime for the companies.

According to the agency, about ₹1,035 crore was spent on marketing and promotional campaigns to acquire new users. Players were incentivized to play continuously and deposit more through bonuses, referral incentives, free tournament entries, and promotional rewards, while in some cases, withdrawal fees of 5% to 10% and offers like 'Super Booster' were used to convert withdrawable amounts into non-withdrawable 'Game Cash.'

The investigation also states that users who had become inactive or quit after heavy losses were targeted for reactivation through cash credits, promotional offers, push notifications, SMS campaigns, and telemarketing calls. According to the ED, the proceeds of crime generated from these activities were later layered and presented as legitimate assets through investments in dividends, share buybacks, mutual funds, bonds, convertible notes, equity shares, and high-value immovable properties.

The agency said that during earlier searches, movable assets worth about ₹495 crore were frozen, along with the seizure of ₹11 lakh in cash and about 2.30 kg of gold-diamond jewelry and bullion. So far, the total value of alleged proceeds of crime attached, frozen, and seized during the investigation has reached approximately ₹2,401 crore.

Our previous report detailed the ED’s action and the arrest of Alok Kumar Jain under PMLA in the IPL season illegal betting money laundering case. That investigation revealed the movement of funds through foreign online portals and alleged fake/mule bank accounts, as well as attempts to legitimize the money by investing in assets like bullion and real estate.
