Push for coordinated compliance reform
As reported by BusinessWorld Online, Senate Minority Leader Alan Peter S. Cayetano on Wednesday urges more government agencies to ease compliance requirements for MSMEs after the Bureau of Internal Revenue suspends the mandatory online display of its Registration Seal Badge. In a statement, Cayetano welcomes the BIR’s decision to pause the Oct. 31 compliance deadline following concerns over data privacy, technical issues and the rule’s scope among online sellers, content creators and other taxpayers. He says the government can still do more to support small entrepreneurs, including those operating in the informal sector.
The senator calls for agencies to coordinate their requirements, reduce repetitive submissions and ensure their systems run efficiently. He says a whole-of-government approach can save time while protecting consumers, personal information and public revenues.
Privacy concerns shape MSME debate
Privacy issues are central to the dispute over the Seal Badge requirement. Senator Pilar Juliana Cayetano confirms on Tuesday that her office directly informs the National Privacy Commission about public concerns over identity theft and doxxing because the badge’s QR code displays taxpayers’ full legal names. The commission meets with BIR Commissioner Charlito Martin R. Mendoza on Monday to discuss the Seal Badge rollout and its data privacy implications. The BIR says the suspension gives it time to review implementation of the requirement and consult affected taxpayers and stakeholders, in line with its commitment to make tax compliance easier.
Cayetano says the episode shows the value of listening to people who deal with regulatory requirements every day. He also emphasizes on Tuesday that a day spent on compliance may mean a day without income for a small business owner, whether that seller is trying to secure a steady livelihood or expand operations.
In our earlier coverage of Pakistan’s Tax Year 2026 income tax return filing deadline, we noted mounting pressure on the Federal Board of Revenue to grant more time for submissions after the final return form notification and ongoing IRIS portal issues. Tax experts and business groups argued that technical glitches and procedural hurdles were making on-time compliance difficult and urged an extension to December 2026, alongside faster handling of pending extension applications to prevent penalties for taxpayers affected by system constraints.
