EU energy ministers discuss winter supply risks as fuel prices surge
European officials are moving to shore up energy security and contain consumer costs as the winter heating season begins under renewed geopolitical strain. The talks come with EU gas storage at 75% of capacity, below 83% a year earlier, while wholesale gas prices briefly touch 100 euros per megawatt-hour for the first time since December 2022.

- EU energy ministers meet to address energy security and affordability as conflicts in Iran, Ukraine, and Yemen push oil and gas prices higher.
- The European Commission starts talks with refineries on raising output and Western powers agree to accelerate release of over 400 million barrels from emergency oil reserves.

Winter preparedness and emergency supply measures
As reported by BusinessWorld Online, EU energy ministers are meeting on Thursday to review energy security and affordability as conflicts involving Iran, Ukraine and Yemen drive sharp increases in oil and natural gas prices.Damage to refineries across the Middle East and Russia is disrupting supply, while fighting is also hampering oil and gas flows through major shipping routes in the Black Sea, Red Sea and the Strait of Hormuz.
EU Energy Commissioner Dan Jorgensen says the bloc is in a very serious situation. He says supply security does not yet appear to be the immediate problem, but warns against overlooking that risk, adding that affordability is just as urgent for households and businesses.
The European Commission begins talks with European refineries on Wednesday on ways to raise output, including a possible easing of some technical specifications. Western powers also agree this month to speed up the release of more than 400 million barrels from emergency oil stockpiles after pressure from the U.S.
Price pressure on households and industry
EU countries are also discussing a Commission proposal to lower electricity bills through tax and grid fee reforms, including taxing electricity at a lower rate than natural gas.The pricing pressure is intensifying as the heating season starts. European wholesale gas prices briefly touch 100 euros per megawatt-hour on Wednesday, the first time since December 2022, when Europe is reeling from the loss of most Russian pipeline gas supplies.
Gas prices have been rising as the Middle East conflict escalates and are now trading at around three times pre-Iran war levels. That increases the risk of higher energy costs for consumers and manufacturers across the region if supply disruptions persist into the colder months.
In our earlier article on the conflict-driven surge in oil shipping costs, we explained how heightened risks around key routes such as the Strait of Hormuz and the Red Sea have sharply increased tanker and insurance rates. We noted that these freight spikes can feed directly into higher fuel and consumer prices, hitting import-dependent markets and squeezing refiners while boosting tanker owners’ earnings.
