MVP Group plans elevated NLEX expansion in the Philippines
NLEX expansion unveiled

Philippine authorities are stepping up efforts to relieve chronic congestion on the North Luzon Expressway corridor as holiday traffic builds and transport bottlenecks persist north of Metro Manila. President Ferdinand R. Marcos Jr. says the MVP Group is set to invest P120 billion in an elevated road from Balintawak to Bocaue, a project intended to add highway capacity and cut travel times.

Highlights

  • MVP Group will invest P120 billion to construct an elevated road above North Luzon Expressway from Balintawak, Quezon City to Bocaue, Bulacan, pending coordination with San Miguel Corp.
  • NLEX Segment 8.2 Section 1A, a two-kilometer stretch linking Mindanao Avenue and Quirino Highway, opened ahead of schedule, reducing travel time from 40-45 minutes to about five minutes.
  • Motorists can use the new NLEX segment toll-free until year-end, while Metro Manila Subway support facilities are now over 90% complete.

NLEX expansion plan and new segment opening

As reported by BusinessWorld Online, President Ferdinand R. Marcos Jr. says the Manuel V. Pangilinan-led group will build a P120-billion elevated road above the existing North Luzon Expressway alignment from Balintawak in Quezon City to Bocaue, Bulacan.

Marcos says the proposed project requires coordination between the MVP Group and San Miguel Corp., whose toll road networks connect along the route. He says he has asked both groups to work together to expand road capacity along one of the country's busiest transport corridors.

The announcement comes during the opening of Segment 8.2 Section 1A of NLEX in Valenzuela City, a two-kilometer stretch linking Mindanao Avenue and Quirino Highway. Marcos says the new section reduces travel time in the area to about five minutes from 40 to 45 minutes because motorists no longer need to use surface roads.

He does not provide a construction timetable, target completion date or other project details for the proposed elevated road. The President says the investment is meant to improve traffic flow, shorten travel time, reduce transport costs and make commuting more comfortable for workers.

Transport and commuter impact in Metro Manila

The elevated road proposal comes as the government seeks to ease congestion on the northern corridor serving commuters and commercial traffic between Metro Manila and nearby provinces. Added capacity on NLEX could help support freight movement and regional connectivity if coordination between the private toll road operators moves forward.

Separately, the newly opened NLEX segment is made available ahead of schedule to accommodate motorists traveling during the All Saints' Day and All Souls' Day holidays. Marcos says the government pushes for an earlier opening because of expected heavier traffic near cemeteries along the route, including Holy Cross Memorial Park.

He also says motorists can use the new segment toll-free until the end of the year. Marcos adds that work continues on other transport projects, including the Metro Manila Subway, where tunneling in the area has been completed and support facilities such as equipment and training buildings are more than 90% complete.

Our earlier coverage of planned Philippine sovereign bond reforms outlined steps to modernize the bond market, including a new pricing convention and a push for index inclusion to broaden the investor base and improve liquidity. The piece also stressed that cheaper funding and deeper capital markets only translate into real economic gains if paired with credible fiscal management and well-executed productivity-boosting spending—especially on infrastructure—along with broader structural reforms that lower costs and improve the business environment.
