Digital Asset plans U.S. state benefits pilot on Canton Network
Digital Asset and Paul Ryan’s American Idea Foundation are preparing a pilot that uses blockchain infrastructure to distribute state-administered benefits in three U.S. states. The RISE program is expected to begin in the first quarter of 2027 and is designed to combine multiple benefits into recurring payments with built-in spending controls.
Highlights
- Digital Asset announces a U.S. state benefits pilot using Canton Network that automates benefit adjustments and agency monitoring, pending federal approval.
- Canton Network expands beyond institutional finance with the RISE program and follows recent pilots such as tokenized U.S. Treasury settlement involving Franklin Templeton and Virtu Financial in July.
- Canton Coin (CC) has a $4.1 billion market cap, ranks 23rd among cryptocurrencies, and has gained about 10% in the past week according to CoinGecko.
Benefits pilot structure and launch timeline
As reported by Cointelegraph, Friday’s announcement says the proposed system would adjust benefit levels automatically as household income changes and would let participating agencies monitor payments, balances, spending and compliance data through the Canton Network.Digital Asset says Canton would manage the rules, permissions and transactions behind benefit distribution while restricting access to sensitive information. The companies do not identify the participating states or specify which benefit programs are included, and they say the pilot still requires federal approval.
Ryan says the initiative is meant to reduce penalties that can arise as recipients earn more income. He says combining fragmented benefits and measuring results rigorously can help demonstrate what a modern safety net should look like.
Canton broadens use beyond institutional finance
The RISE program would extend Canton into a public-benefits use case after the network’s recent expansion has focused mainly on institutional finance and government-linked market activity. In April, Japan Securities Clearing Corporation, Mizuho, Nomura and Digital Asset launched a proof of concept on Canton to test Japanese government bonds as digital collateral, including for real-time cross-border transactions. That project is selected for support under Japan’s Financial Services Agency Payment Innovation Project.
In July, Canton is also used to settle a tokenized U.S. Treasury trade between Franklin Templeton and Virtu Financial, with Tradeweb providing execution and price discovery. According to the text, the Treasury changes hands against USDCx in real time in what Tradeweb describes as an industry first.
Canton Coin, or CC, which is used to pay transaction fees through the network’s Global Synchronizer, has a market capitalization of about $4.1 billion and ranks 23rd among cryptocurrencies, according to CoinGecko data. The token is up about 10% over the past week.
Our earlier article on the IRS’s digitally authenticated Tax Compliance Report explained that taxpayers can now download a verified document through the Individual Online Account to prove tax status. We noted that the report includes a built-in digital certificate to help organizations confirm authenticity while protecting taxpayer data, supporting use cases such as job, loan and government benefit applications.
