Targeted fee rebates in ETH as incentive for network growth

The Optimism Foundation has proposed to refund sequencer fees in Ether to select OP Mainnet partners that drive substantial commercial activity on the network. Rebates are capped at the fee revenue each partner generates, depend on the achievement of network activity milestones, and follow fixed partnership terms. The proposal specifies that refunds will be in ETH fee revenue, not OP tokens, and that OP buybacks will use net revenue after rebates. This initiative is designed to boost ecosystem participation without increasing the OP token's circulating supply, and is pending governance approval.

Anton Kharitonov, expert at Traders Union, sees the OP price rally as fragile. He notes the news-driven jump has not shifted the prevailing bearish structure. Technical momentum and trend signals remain weak. He is critical of the proposal’s impact, given the lack of sustained institutional demand or fundamental shift. "Short-term upside is likely capped unless OP overcomes critical resistance levels and buyers signal stronger conviction," Kharitonov warns.
Viktoras Karapetjanc, expert at Traders Union, views the governance proposal as a catalyst for greater ecosystem growth. He believes the ETH fee rebate framework signals deeper engagement and incentives for key partners. Karapetjanc remains constructive, highlighting the potential for renewed participation and network effects. "The bullish structure remains intact — further growth is well within reach as network adoption accelerates," he says.
Jainam Mehta, market strategist, notes OP’s price action is mixed despite the day’s strong gain. He sees a potential tactical setup as price hovers near resistance but stays above the long-term moving average. Mehta points to divergences between momentum indicators and price, suggesting contrarian trades may emerge. "If the $0.1174 level breaks cleanly, a short-term breakout trade could be on the table," Mehta suggests.

Bearish momentum dominates amid divergence from recent price spike

OP/USD is trading below its 20-day and 50-day moving averages at $0.1266 and $0.1238, but remains above the 200-day moving average at $0.1124. This setup indicates some lingering longer-term support, even as short- and medium-term trends show the pair struggling to maintain upward momentum, with nearby resistance at $0.1174 and support at $0.116. Momentum signals are heavily skewed to the downside, as both the Moving Average Convergence Divergence (MACD) and Average Directional Index (ADX) point to prevailing bearish momentum and weak trend strength. The Relative Strength Index (RSI), Commodity Channel Index (CCI), and Stochastic RSI all signal oversold conditions, reflecting ongoing pressure from sellers. Bull/Bear Power (BBP) is negative, confirming sellers dominate intraday movement. The current price is $0.1166, up $0.0157 or 15.56% on the day, following a small upside gap of about 0.4% at the open. The price is holding near session highs, with intraday volatility at 25.16%, suggesting strong buying into the close. Despite the price surge, momentum indicators signal that the move may lack follow-through, and there remains a divergence between price action and indicator signals.

Earlier, analysts noted that Optimism was displaying persistent upward momentum supported by recent technical reversals and ecosystem-focused incentives. The current analysis introduces caution as downside risks have grown more pronounced, with the key support at $0.116 now serving as a critical level to watch for renewed bearish continuation.
