Cassidy outlines patient-directed cost strategy
As reported by the Senate Committee on Health, Education, Labor, and Pensions, Cassidy says his MVP agenda would shift resources away from insurers and other intermediaries and place them directly in patients' hands to cover out-of-pocket healthcare expenses. He argues that giving families more direct control over spending, combined with clearer pricing, would help them choose lower-cost care and reduce financial strain at the start of the year.Cassidy writes that many insured families still face large deductibles before coverage effectively begins, leading some to delay care or absorb significant costs. Under the plan, families would receive upfront deposits into an account available on Jan. 1, which he says could be used for prescription drugs, emergency room visits or lab tests, while unspent funds could build savings for future medical needs.
He also says patients often make treatment decisions without knowing the true price and can end up paying two to four times what an insurer would pay for the same service. In his example, a parent seeking treatment for a child's earache could compare urgent care options by price and quality on a phone, while employers could add similar tools to their benefits programs to support lower-cost decisions.
Drug pricing and transparency remain central themes
Cassidy links the proposal to broader Republican healthcare efforts and says prescription drug costs can fall further if more purchasing power is moved to patients. He points to his pharmacy benefit manager reform bill, which he says President Trump signed into law earlier this year, and says the administration is also pursuing direct drug purchasing through TrumpRx.Beyond medical billing, Cassidy extends the affordability argument to preventive health and food transparency, saying families also want more confidence about what is in the products they buy. The agenda, as he presents it, is designed to lower what households actually pay for care while increasing consumer control over healthcare choices.
