As reported by the Defense Logistics Agency, a joint effort by DLA Weapons Support, service program offices and industry partners helps bring proposed pricing for the Matrix Assembly into line with procurement history and internal cost estimates.The review is led by Amy Shimko, a cost and price analyst in the Procurement Process Support Directorate, and Christy Oakley, a contracting officer and negotiator in the same directorate. Their work begins after proposed pricing does not align with earlier purchases, prompting a deeper examination of material, labor and historical procurement data.
Shimko says the part is a high-performance heat exchanger that regulates engine temperature and represents a single point of failure, meaning an aircraft is grounded if the component fails. Because the procurement involves multiple vendor and contractor tiers, she says the analysis requires isolating the baseline cost of the part before pricing objectives can be set.
Oakley then uses that analysis and procurement history in negotiations with the vendor, focusing on how order volume affects unit pricing. She says historical data shows a strong link between quantity and price, and that evidence is used to challenge the supplier's position when it disputes that the requirement is quantity-sensitive.
The process begins with cost analysis in late November 2025, moves to negotiations in December and reaches a final agreement in February 2026. Oakley says the vendor's final offer meets DLA's target objectives, allowing the agency to close out negotiations with $203,193.50 in savings.
