Budget hearing centers on funding stability

As stated by the House Committee on Homeland Security, Chairman Andrew R. Garbarino opened the hearing by urging members to scrutinize DHS's FY2027 budget request and press for answers that support the department's mission. He said the agency needs dependable resources, staffing and tools to respond to increasingly complex threats and to avoid further disruption from prolonged shutdowns.

Garbarino said DHS has endured 119 days of government shutdowns over the last year, a situation he argued has weakened national security and left key agencies within the department unfunded. He framed the appropriations debate as central to restoring certainty for an agency created after the September 11 attacks and still tasked with protecting the homeland nearly 25 years later.

The chairman also called for Congress to return to the annual appropriations process, saying instability from gaps in funding is unaffordable for an agency with what he described as a no-fail mission. He thanked Secretary Mullin and Deputy Secretary Edgar for appearing before the committee and said the session is likely the first of several discussions on the next fiscal year's funding plan.

Security priorities expand ahead of major events

Garbarino said the threat environment continues to evolve, pointing to violent extremism and the growing use of artificial intelligence by U.S. adversaries. He said the committee has spent the past year working with DHS and the private sector to identify where national security can be strengthened and where procedures can be made more efficient.

Among the committee's priorities, he cited improving U.S. cyber resilience, renewing and expanding counter-drone authorities for state and local law enforcement, reinforcing border security gains, modernizing TSA screening technology and reforming the DHS Office of Intelligence and Analysis to improve the sharing of threat intelligence. He said congressional oversight is also intended to determine where lawmakers can offer greater support for DHS components implementing those goals.

Garbarino said DHS will play a leading role in securing the 2026 FIFA World Cup and America 250 events this summer, which he described as requiring unprecedented coordination across federal, state and local authorities. He said those milestones make it especially important that the department enters the period with sufficient support, resources, personnel and legal authorities.
