The House Appropriations Committee is moving forward with its fiscal 2027 homeland security spending measure as lawmakers prepare for a subcommittee review on June 5. The proposal outlines $64.9 billion in discretionary funding for the Department of Homeland Security, alongside additional allocations tied to fees and major disaster response.

Funding plan heads to subcommittee review

As reported by the House Committee on Appropriations, the Fiscal Year 2027 bill for the Homeland Security Subcommittee is set for consideration on June 5 at 8:00 a.m., immediately after the markup of the FY27 Labor, Health and Human Services, Education, and Related Agencies measure. The committee says the session will be livestreamed on its website.

Homeland Security Subcommittee Chairman Mark Amodei says the measure reflects what he calls practical funding decisions aimed at border security, cyber defense, disaster response and Coast Guard investment. Committee Chairman Tom Cole says the bill is designed to provide personnel, technology and other resources for immigration enforcement, drug interdiction, law enforcement support and cybersecurity resilience.

The legislation provides a total discretionary allocation of $64.9 billion for the Department of Homeland Security, including $2.9 billion for defense activities. It also includes $6.2 billion in discretionary appropriations offset by fee collections and $28.39 billion as an allocation adjustment for major disaster response and recovery activities.

Border security, disaster readiness and event protection priorities

The committee says the bill is intended to align DHS funding with border protection, counter-drug efforts and homeland defense functions. It also includes provisions to expand investigations into child exploitation, human trafficking and forced labor, while increasing grant funding for firefighters and first responders.

The measure also backs security planning for the 2028 Summer Olympics and Paralympics, as well as other National Special Security Events. In addition, it supports implementation of Public Law 119-21, funds a military pay raise for Coast Guard servicemembers, blocks funding for Diversity, Equity, and Inclusion efforts, and bars funding to non-governmental organizations that lawmakers say facilitated the Biden border crisis.
