As reported by the Internal Revenue Service, the 2025 Data Book provides a statistical overview of the agency's work during fiscal year 2025, including tax return processing, revenue collection and taxpayer assistance. IRS CEO Frank J. Bisignano says the year was pivotal because the agency began implementing tax relief for Americans enacted under the Working Families Tax Cuts Act.During the 2026 filing season, roughly 45% of individual tax returns filed claim one or more of the new tax benefits, including no tax on tips, no tax on overtime, no tax on car loan interest and an enhanced tax deduction for seniors. The average refund on a return claiming one of these deductions is more than $3,200, as of May 27.
The Data Book shows the IRS processed 271.4 million federal tax returns and supplemental documents in fiscal year 2025, including nearly 162.8 million individual income tax returns. Revenue collected exceeds $5.3 trillion over the period.
Digital services and taxpayer support expand
The agency says it is pivoting to modern technology to improve compliance, protect privacy and strengthen taxpayer service. Online tools, including IRS Online Account for individuals and businesses, have been upgraded to widen access and add features, while advanced analytics are being used to identify high-risk non-compliance and tax fraud more accurately.Bisignano also highlights a broader effort to make the IRS a digital-first agency and cut paper processing through a "zero paper" initiative. The report says customer service representatives answered almost 18.6 million calls, and employees at 363 Taxpayer Assistance Centers nationwide assisted nearly 2 million taxpayers.
