The push is taking shape through a State Department summit attended by officials from more than 60 countries in Europe and Latin America, alongside earlier White House strategy documents and sanctions moves.

Summit sharpens policy message

As first reported by Financial Times, White House deputy chief of staff Stephen Miller tells an international summit convened by the U.S. State Department that leftwing political violence is a "fatal cancer to civilisation" and warns that unchecked violence from the left leads to repression and terror.

Miller says the threat remains a blind spot in international counterterror efforts, which have historically focused on Islamist extremism and far-right groups. Secretary of state Marco Rubio, who is presiding over the summit, calls leftwing terrorism a "distinctive and unique evil" driven by hatred for civilisation itself.

The issue gains greater prominence after the assassination last year of conservative activist Charlie Kirk. Earlier this year, a White House counterterrorism strategy describes leftwing extremism as "anti-American, radically pro-transgender, and anarchist," names it as a prime threat alongside transnational drug gangs and Islamist groups, and omits violence by far-right groups.

Rights concerns and threat assessment

Critics warn that the administration's emphasis on leftwing violence could widen the use of counterterror powers against domestic opponents and civil society groups. The American Civil Liberties Union says last year that a presidential memorandum signed by President Donald Trump in September on countering domestic terrorism and political violence could be used to target critics on the left.

Hina Shamsi, director of the ACLU's national security project, argues that terrorism and political violence are categories vulnerable to political, ideological and racial manipulation and bias. The criticism underscores the legal and civil liberties risks surrounding any expansion of domestic counterterror enforcement.

An analysis released last year by the Center for Strategic and International Studies finds that leftwing violence in the U.S. has risen over the past decade, particularly after Trump's entry into national politics in 2016. The report also says such attacks are "remarkably less lethal" than violence carried out by the right or by jihadi groups, suggesting the policy debate is likely to hinge not only on frequency but also on relative severity.
