House package targets procurement and operating costs

As announced by House Committee on Oversight and Accountability, the House of Representatives passes seven bipartisan bills this week aimed at improving government efficiency, reducing administrative burdens and increasing transparency across federal agencies.

Committee Chairman James Comer says the measures advance the panel’s mission to make the federal government operate more efficiently and effectively, and he urges the Senate to move quickly so the package can go to President Trump for signature.

The legislative package includes the Federal Relocation Payment Improvement Act, which authorizes the General Services Administration to develop regulations allowing agencies to manage relocation budgets more effectively. The committee says the measure better aligns federal relocation practices with the private sector and cuts unnecessary spending, while GSA projects annual savings of $300 million to $500 million.

Other bills focus on procurement reform. The Federal Improvement in Technology Procurement Act seeks to reduce administrative burdens and improve workforce training in acquisition, while the Value Over Cost Act of 2025 gives the government more flexibility to weigh factors beyond the lowest price in contracts. The Ensuring Federal Purchasing Efficiency Act also updates acquisition thresholds more frequently for inflation, with supporters arguing that it lowers administrative costs and improves access for small businesses working with federal agencies.

Transparency rules widen oversight of federal spending

The package also expands visibility into federal spending and project performance. The Billion Dollar Boondoggle Act of 2025 requires greater disclosure of federally funded projects that run behind schedule or exceed initial cost projections, a change supporters say strengthens both congressional and public oversight.

The Stop Secret Spending Act of 2025 requires federal agency spending reported to USAspending.gov under the DATA Act to be complete and accurate. Backers say the measure closes reporting gaps tied to other transaction agreements and responds to concerns about hidden spending at a time of elevated federal debt.

The Expanding Whistleblower Protections for Contractors Act of 2025 broadens safeguards for contractors and grant recipients who report potential legal violations, mismanagement, waste, abuse of authority or threats to public safety. Together, the bills reflect a broader House effort to frame efficiency and transparency reforms as a route to lower taxpayer costs and tighter control over federal operations.
