​A pivotal piece of legislation known as the GENIUS Act could bolster the U.S. dollar's primacy in the digital asset ecosystem, potentially reshaping global stablecoin standards. 

Officially titled the Guiding and Establishing National Innovation for US Stablecoins Act, the bill cleared a Senate procedural vote on May 20 with a 66–32 margin, signaling growing bipartisan support ahead of its final vote, Сointelegraph informs.

The proposed law aims to implement strict 1:1 collateralization for stablecoins tied to the U.S. dollar, while enforcing anti-money laundering (AML) safeguards and narrowing the investment scope of reserve assets. Industry experts argue the act may transform stablecoins into robust financial tools and solidify the dollar as the world’s digital settlement currency.

Stablecoins Redefined as “Better Money”

Stablecoins, once considered experimental, are now being recognized as faster, more transparent alternatives to traditional fiat. According to Zac Tsui, investment director at Foresight Ventures, the GENIUS Act could spur fintech innovation, enabling firms to develop compliant and user-centric solutions.

Arkham Intelligence emphasized that the bill seeks to prevent stablecoin issuers from engaging in risky practices like re-hypothecation or misappropriation of reserve funds. Instead, issuers would be restricted to safe investments, including U.S. Treasury repos, to minimize systemic risk.

Global effects

As the world’s largest economy leads the charge on stablecoin policy, international markets are closely watching. “When the U.S. moves on stablecoin policy, the world watches,” said Andrei Grachev, managing partner at DWF Labs. Many analysts view the GENIUS Act as a potential blueprint for global digital asset regulation, with ripple effects expected across Europe and Asia.

Still, political hurdles remain. Earlier this month, the bill struggled to gain full Democratic support, prompting some caution among industry observers ahead of the final floor vote.

If passed, the GENIUS Act could entrench the U.S. dollar’s dominance in the Web3 economy, establishing a legal framework that balances innovation with investor protection. As lawmakers weigh its implications, all eyes are on Washington to determine the future of digital finance.
