Defence infrastructure plan and contract scope

As reported by GOV.UK, Defence Minister Luke Pollard confirms a £26 billion investment over 10 years to modernise the Royal Navy's three main naval bases, marking the largest naval infrastructure programme since the end of the Cold War.

The funding, set out in the recent Defence Investment Plan, is intended to upgrade docking facilities, waterfront infrastructure and buildings at HMNB Clyde, HMNB Devonport and HMNB Portsmouth. The programme also includes new Single Living Accommodation, training facilities, out-of-water engineering infrastructure, and research and development capabilities to make the bases warfighting-ready and improve Royal Navy readiness, availability and lethality.

Alongside the naval investment, the Ministry of Defence also confirms more than £240 million in RAF support and logistics contracts benefiting Scotland. Boeing Defence UK receives a £115.2 million, two-year contract extension to sustain the RAF's fleet of nine P-8 Poseidon maritime patrol aircraft at RAF Lossiemouth, while a separate E-7 Wedgetail sustainment contract worth £127.5 million supports additional jobs and apprenticeships.

Scottish industrial impact and wider defence spending

Scotland is positioned at the centre of the investment programme, with HMNB Clyde, home to the UK's nuclear deterrent and the Royal Navy's submarine centre of specialisation, due to receive one of the most significant long-term UK government investment programmes in the region. The government says the spending will generate economic benefits across the West of Scotland through industrial partners and supply chains.

The MOD has also completed the purchase of Finnart Oil Terminal in western Scotland in a multi-million-pound deal designed to expand sovereign fuel-holding capacity and strengthen operational resilience. Separately, £20 million is being invested in Inchgreen Marine Park on the River Clyde to revitalise one of the UK's largest operational dry docks, supporting 350 direct jobs and a new skills centre.

The 10-year naval base programme forms part of the Defence Investment Plan's broader £298 billion package for the UK's armed forces. Scottish Secretary Douglas Alexander says £15.3 billion of government funding for critical military assets in Scotland will strengthen defence capabilities while delivering an economic dividend for local communities.
