European Commission launches AI support initiative for researchers across Europe
EU launches AI research push

At the European AI in Science Summit in Dublin, the European Commission is launching the RAISE pledging initiative to expand support for researchers using artificial intelligence in scientific work. The programme is designed to attract private-sector and philanthropic contributions that go beyond public funding and strengthen Europe's innovation capacity and competitiveness.

Highlights

  • The European Commission launched the RAISE initiative to provide AI researchers with in-kind and financial support from companies including Nvidia, Novo Nordisk Foundation, and Google DeepMind.
  • Organisations must make concrete, ongoing pledges like infrastructure access or scholarships, with annual reviews at future European AI in Science Summits to assess progress and new contributions.
  • The RAISE initiative integrates with the Commission's broader AI in Science Strategy and includes the launch of updated Living Guidelines for responsible generative AI use in research, emphasizing transparency and European values.

Commitments, resources and annual review

As reported by European Commission, the RAISE, Resource for AI Science in Europe, initiative is intended to channel in-kind and financial support into AI in science through contributions such as frontier AI models, computing capacity, software licences, data, training and other research resources.

Initial commitments come from the Novo Nordisk Foundation, Nvidia, Elsevier, Sanofi, Frontiers, Mistral and Google DeepMind, while the initiative remains open to additional participants. To take part, organisations must make a concrete pledge that shows sustained backing for AI in science beyond their direct commercial interests, including possible support through infrastructure access, datasets, cloud services, scholarships, fellowships and training programmes.

The Commission says the initiative will be reviewed every year, with pledges and progress due to be presented at future editions of the European AI in Science Summit. As part of the launch, Mistral AI and CERN are also starting a partnership to develop what is set to become the largest foundation model in physics.

Broader strategy for Europe's AI in science sector

The initiative sits within the Commission's AI in Science Strategy and is meant to build closer links between private actors and the research community through matchmaking and collaboration. The Commission is also launching the RAISE Hub, RAISE Forum and RAISE Observatory to combine information, resources, communities and evidence on AI in science into one integrated environment.

At the Dublin summit, the Commission is also presenting updated Living Guidelines on the Responsible Use of Generative AI in Research. The revised guidance is described as the most extensive update so far and gives researchers and research organisations practical direction on using generative AI, including agentic AI, responsibly and transparently in line with European values.

The broader policy push follows the European Strategy for AI in Science launched in October 2025, which aims to strengthen the bloc's technological and scientific leadership and support competitiveness. Presented alongside the Apply AI Strategy, the approach is intended to accelerate AI adoption in key business and industrial sectors while deepening Europe's research base.

In our earlier article, we covered the intensifying debate over AI safety and calls for stronger cross-border coordination as advanced systems evolve rapidly. We noted Nvidia’s view that engagement with Chinese AI companies could help monitor risky uses, alongside discussions about creating government-to-government channels for AI incidents and the idea of the UK serving as a neutral venue for international safety talks.
