Pag-IBIG Fund targets higher housing loan disbursements through developer tie-ups in the Philippines
Pag-IBIG boosts housing loans

Pag-IBIG Fund is expanding its housing finance reach as it works with more property developers to widen choices for borrowers across price segments in the Philippines. The state-run fund is aiming to disburse P167 billion in housing loans by yearend under this push, while also supporting the expanded Pambansang Pabahay Para sa Pilipino, or 4PH, program.

Highlights

  • Pag-IBIG Fund targets P167 billion in housing loan disbursements in 2024, expecting to achieve 90% to 95% of this goal through expanded developer partnerships.
  • New tie-ups with Megawide, Robinsons Land, SM Development, Filinvest Land, Rockwell Land, and DMCI Homes enable Pag-IBIG loans for a broader range of residential projects, including higher-end condominiums.
  • For 2025, Pag-IBIG aims for P170 billion in housing loans and projects 30,000 units under the 4PH program within two years, with loan performance ratio stable at 4%.

Loan expansion plan and developer partnerships

As reported by BusinessWorld Online, Pag-IBIG Deputy Chief Executive Officer for Marketing, Product Development, and Sales Cluster Alexander Hilario G. Aguilar says the fund intends to extend about P167 billion in housing loans this year and expects to reach around 90% to 95% of that target.

He says Pag-IBIG is seeking more partnerships with property developers to make homeownership accessible to more Filipinos and to broaden the range of homes available to members, from low-end to high-end units.

The fund is expanding the properties eligible for financing through tie-ups with developers including Megawide Construction Corp., Robinsons Land Corp., SM Development Corp., Filinvest Land, Inc., Rockwell Land Corp., and DMCI Homes. Under these partnerships, qualified buyers of Pag-IBIG-accredited residential projects can apply for housing loans to finance their purchases.

Aguilar says the initiative also opens Pag-IBIG financing to higher-end condominium projects that have traditionally relied more on bank lending. For next year, the fund is aiming to disburse P170 billion in housing loans, although he says that target may still be adjusted depending on this year's performance.

The expansion comes as Pag-IBIG is also targeting the production of 30,000 housing units under the 4PH program over the next two years. Aguilar adds that asset quality is expected to remain stable until next year despite elevated inflation risks, with the fund's performing loans ratio at around 4%.

In our earlier article on the National Housing Expo in Pasay City, we outlined how DHSUD and Pag-IBIG Fund brought together 50,000 housing units from dozens of partner developers, alongside on-site loan assistance and special discounts for members. We also noted that the Expanded 4PH program supports this push with higher loan limits and promotional interest rates, reinforcing the role of developer tie-ups in widening homeownership options.
