Centre-Val de Loire rating affirmed at A+ with stable outlook
A+ rating stays firm

France's Centre-Val de Loire region keeps its A+ long-term issuer ratings with a stable outlook, underscoring resilient revenue and manageable debt metrics. The decision leaves the region's ratings capped by France's sovereign grade and reflects Fitch's view that its financial profile remains at the lower end of the 'aa' category.

Highlights

  • Fitch affirmed Centre-Val de Loire’s A+ rating with stable outlook, constrained by France’s sovereign A+ rating rather than regional fundamentals.
  • Revenue sources remain stable due to predictable taxes and state-backed transfers, though fiscal flexibility is limited as key tax rates have reached legal ceilings.
  • Key debt programs total EUR1.82 billion and the region’s economic base in pharmaceuticals and cosmetics supports long-term credit quality comparable to Nouvelle Aquitaine.

Rating drivers and financial profile

As reported by Fitch Ratings, the affirmation covers Centre-Val de Loire's long-term foreign and local-currency issuer default ratings at A+, while its standalone credit profile remains at 'aa-'. The agency says the ratings are constrained by France's sovereign rating of A+/Stable rather than by a deterioration in the region's own credit fundamentals.

Fitch assesses the region's risk profile as 'High Midrange', supported by a mix of stronger and midrange scores across six key risk factors. It highlights stable revenue sources with long-term growth prospects, with operating income largely drawn from predictable tax streams and state-backed transfers, including fuel tax proceeds and nationally collected VAT.

The agency notes that fiscal flexibility is limited because the vehicle registration tax is already set at the legal ceiling of EUR60 and transport levies have also been introduced at their legal maximum across the territory. Even so, Fitch says state support and redistribution mechanisms provide a buffer when regional revenue weakens.

Centre-Val de Loire's spending responsibilities are concentrated in areas such as planned investment, transport and secondary education, which Fitch views as relatively non-cyclical. The agency also points to a solid record of expenditure control and low liability risk, noting that 55% of debt is fixed-rate at end-2025 and all debt is considered risk-free under national regulation.

Fitch places the region's financial profile at the lower end of the 'aa' category and expects its payback ratio to average 8.3x in 2029 and 2030 under its rating-case scenario. The short-term issuer default rating remains F1+, reflecting stronger liabilities and liquidity robustness and midrange liabilities and liquidity flexibility.

Debt programs and regional economic position

Debt programs remain aligned with the issuer ratings, including the region's EUR1.5 billion euro medium-term note program, EUR120 million negotiable European medium-term note program and EUR200 million negotiable European commercial paper program.

Fitch says Centre-Val de Loire compares well with Nouvelle Aquitaine, another French region rated A+/Stable with the same 'aa-' standalone credit profile. The comparison supports the agency's view that the region's budget structure and debt servicing capacity remain consistent with similarly rated peers.

Centre-Val de Loire comprises six departments and has a population of about 2.6 million. Its diversified industrial base, including leading positions in pharmaceuticals and cosmetics, provides broader economic support for revenue generation and underpins the region's medium-term credit quality.

France’s budget deficit reduction plans and the jump in government borrowing costs have been in focus amid political uncertainty and market concerns about passing a budget aligned with deficit targets. Our earlier article noted that stress in French bonds was weighing on investor confidence and spilling over into broader French assets as worries about public finances intensified.
