ADB launches biodiversity bond, incubator and MDB tracking report at COP17
ADB expands nature finance

With a large funding gap still limiting global conservation efforts, the Asian Development Bank is expanding its nature finance push at COP17 in Armenia. The package includes a new biodiversity-themed bond, a project incubator and a joint multilateral development bank report aimed at improving how nature finance is measured.

Highlights

  • ADB launched a Nature Bond Incubator at COP17 to generate at least $5 billion in private nature financing by 2030 through its Finance Hub.
  • ADB issued a new three-year Biodiversity and Nature Theme Bond of about $50 million, arranged by Crédit Agricole CIB, to finance ecosystem restoration projects.
  • A joint multilateral development bank report led by ADB details enhanced tracking of nature finance and integration of nature metrics into investment strategies and results frameworks.

Nature finance package unveiled at COP17

As announced by the Asian Development Bank, the new measures are designed to bring more private capital into nature conservation and restoration and to strengthen accountability across development finance. The initiatives are presented at the 17th meeting of the Conference of the Parties to the Convention on Biological Diversity in Yerevan, where ADB says ecosystems across Asia and the Pacific remain under growing pressure.

ADB President Masato Kanda says the world is still investing too little to protect nature, even as the effects are spreading through fishing communities, farms and water supplies. The bank says Asia and the Pacific contains 75% of the world's coral reefs and 17 of its 36 biodiversity hotspots, with natural systems supporting food, fresh water and livelihoods for more than 4.7 billion people.

As chair of the MDB Nature Heads Group, ADB is also leading the release of a joint report on how multilateral development banks track nature finance and incorporate nature into investment strategies and results frameworks. The report draws on the MDB Common Principles for Tracking Nature Finance, the Common Nature Taxonomy and the Guide on Results Metrics to give a clearer picture of financing for nature protection and restoration.

Bond issuance and incubator target private capital

ADB says its new Nature Bond Incubator will help governments and businesses develop conservation and restoration projects that can attract private investors. The incubator is set to provide technical advice on project preparation, bond structuring and investor engagement, and it sits within the ADB-led Nature Solutions Finance Hub, which aims to generate at least $5 billion in nature financing by 2030.

The initiative builds on ADB's support for Thailand's $750 million sustainability-linked bond issued in September, which the bank describes as the first sovereign bond of its kind in Asia and the Pacific to include a nature conservation target. That bond links Thailand's borrowing terms to national commitments including conserving and managing at least 30% of its land and inland waters by 2030.

ADB is also issuing a new three-year Biodiversity and Nature Theme Bond of about $50 million, arranged by Crédit Agricole CIB. The bank says the bond, its second since 2024 under the Theme Bonds for Sustainable Development program, will finance projects that restore ecosystems, reduce biodiversity loss and apply nature-based solutions in agriculture, water management, coastal resilience and urban development.

Our earlier coverage of the Philippines’ sovereign bond reforms explained how a new pricing convention and planned index inclusion could broaden the investor base and improve liquidity for peso government securities. We also noted that cheaper funding and higher foreign participation do not automatically translate into stronger productive investment unless they are matched by fiscal credibility, deeper domestic capital markets, and wider structural reforms that improve the business environment.
