KBRA cuts four CCUBS 2017-C1 ratings as CMBS pool performance deteriorates
Pressure is building in the CCUBS 2017-C1 commercial mortgage-backed securities deal as troubled loans account for a growing share of the pool. KBRA says the $498.3 million transaction shows weaker performance than at its last ratings review in November 2025, with estimated losses tied to four key loans.
Highlights
- KBRA downgraded four classes of CCUBS 2017-C1 certificates amid deteriorating pool performance and affirmed all other ratings after a surveillance review.
- Estimated losses from four K-LOCs, representing 22.9% of the pool, drove ratings actions, with two specially serviced loans totaling 15.1%, including one in foreclosure at 8.9%.
- KBRA reduced Class D to BB (sf), Class D-RR to CCC (sf), Class E-RR to CC (sf), and Class F-RR to C (sf), highlighting concentrated credit stress in the weaker parts of the structure.
Surveillance review flags rising loan stress
According to Kroll Bond Rating Agency, the agency downgraded four classes of certificates and affirmed all other outstanding ratings for CCUBS 2017-C1 after a surveillance review found worsening pool performance. The rating actions also reflect KBRA's estimated losses for four K-LOCs, which represent 22.9% of the pool balance, and the resulting loss-adjusted credit enhancement levels. As of the October 2026 remittance period, the transaction has two specially serviced loans totaling 15.1% of the pool, including one loan in foreclosure at 8.9% and one loan that is more than 90 days delinquent at 6.2%. KBRA identified eight K-LOCs in total, representing 33.4% of the pool balance, and four of those loans carry estimated losses.
The loans with estimated losses include 316 Court Street, with an estimated loss severity of 55.0%, 72U Headquarters, with estimated loss severity of 81.6%, and Country Inn & Suites Romeoville, with estimated loss severity of 12.5%. The 5Chelsea Multifamily Portfolio also carries an estimated loss, while other flagged loans include National Office Portfolio, Hyatt Regency Princeton, Manchester Financial Building, and 1827 Adams Mill Road.
Credit metrics weaken across the transaction
Excluding K-LOCs with estimated losses, the transaction's weighted average KBRA loan-to-value ratio stands at 95.6%, compared with 98.1% at the last review and 98.7% at securitization. The KBRA debt service coverage ratio is 1.79x, down from 1.87x at the last review and 1.95x at securitization.KBRA lowered Class D to BB (sf) from BBB- (sf), cut Class D-RR to CCC (sf) from B- (sf), reduced Class E-RR to CC (sf) from CCC (sf), and downgraded Class F-RR to C (sf) from CC (sf). The affirmations on all other outstanding classes indicate that credit pressure is concentrated in weaker parts of the capital structure as stress builds in the underlying office, lodging, multifamily, mixed-use and retail loan exposures.

The piece explained that persistent shocks can erode fiscal headroom and raise refinancing strain, with emerging and frontier markets facing added pressure because interest-service burdens are high relative to limited revenue bases.
