Mojkovac starts wastewater upgrade project backed by EU and EIB funding
Mojkovac upgrades wastewater

Mojkovac is launching a 6.1 million euro wastewater infrastructure upgrade aimed at expanding sewerage coverage and improving treatment capacity in northern Montenegro. The project, due for completion by 2029, is designed to serve more than 5,000 households and cut pollution risks to the Tara River.

Highlights

  • Mojkovac launched a wastewater upgrade project adding eight kilometres of sewerage, separating stormwater networks, and modernizing the wastewater treatment plant.
  • The financing package comprises a €2.9 million EU grant approved in 2025, a €1.5 million EIB loan, and contributions from national and municipal authorities.
  • The project supports Montenegro’s alignment with EU water standards, aiming to protect the Tara River gorge UNESCO site and improve local sanitation services.

Investment scope and implementation plan

As reported by European Investment Bank, the project includes the separation of stormwater and wastewater networks in the town of Mojkovac, eight kilometres of new sewerage infrastructure in the suburban settlements of Podbišće, Juškovića Potok and Ambarine, and an upgrade of the local wastewater treatment plant.

The financing package includes a 2.9 million euro EU grant approved in 2025 and a 1.5 million euro loan from the EIB, with the remaining funding provided by national and municipal authorities. The works are being carried out by a Turkish-Greek consortium of JV Arikan Insaat Taahhut Ticaret ve Sanayi Anonim Sirketi and Karkanias Environmental Technology S.A., while IRD Engineering S.r.l is supervising construction and PROCON is overseeing implementation.

EIB Representation to Montenegro head Davor Kunc says the investment will deliver cleaner water, a healthier environment and more reliable sanitation services for local residents, while also helping protect the Tara River.

Environmental and regional impact

The municipality says the project is intended to strengthen basic services for residents and support long-term environmental protection in an area that serves as the gateway to the Tara River gorge, a UNESCO World Heritage Site.

Mojkovac Municipality President Vesko Delić says the works form part of broader efforts to improve quality of life in the local community and preserve nature for future generations. EU Ambassador Johan Sattler says the project reflects the partnership between Montenegro, the EU and the EIB in upgrading environmental infrastructure before EU accession, with a focus on cleaner rivers and protection of the country’s natural heritage.

The EU is providing its grant support through the Western Balkans Investment Framework as Montenegro works to align its water systems with European environmental standards.

Our earlier article covered Mario Draghi’s warning that aggressive debt control and inflation fighting can end up suppressing the structural investment needed for long-term growth. We noted his argument that central banks should keep rates no higher than necessary to restore price stability, while Europe also boosts growth-supporting measures such as deeper EU market integration and targeted public funding for strategic investment.
