Canton of Zurich rating affirmed at AAA by Fitch with stable outlook
Zurich keeps AAA rating

Zurich retains the highest long-term credit rating as Fitch keeps its view of the Swiss canton’s credit fundamentals unchanged. The decision reflects a stronger risk profile, prudent fiscal management and liquidity conditions that support the canton’s financing flexibility.

Highlights

  • Fitch affirmed the Canton of Zurich’s Long-Term Issuer Default Rating at AAA with a Stable Outlook, supported by a standalone credit profile of 'aaa'.
  • Zurich’s economic liability burden sits in the 'aaa' category and its payback ratio at 19.8x is at the higher end of the 'bb' band.
  • Personal income tax constitutes 73% of total revenue, while substantial cash balances and prudent debt management support the canton’s strong liquidity and funding access.

Credit profile backed by taxes and fiscal discipline

As reported by Fitch Ratings, the Canton of Zurich’s Long-Term Issuer Default Rating remains at "AAA" with a Stable Outlook, while its Standalone Credit Profile stays at "aaa" under Fitch’s International Local and Regional Governments rating criteria.

Fitch says the affirmation is based on Zurich’s stronger risk profile and a financial profile assessed at "aa". The agency adds that the canton’s economic liability burden sits in the "aaa" category, while payback stands in the "bb" category at 19.8x, with both measures at the higher end of their respective bands.

Personal income tax remains the main source of tax revenue, accounting for 73% of the total. Fitch also identifies transfers, at 31.5%, and fees, fines and other operating revenue, at 24.3%, as other key pillars supporting a stable and diversified revenue base whose growth is aligned with national GDP.

Liquidity strength supports funding access

Fitch says Zurich’s expenditure sustainability reflects prudent fiscal management, formal fiscal rules and multi-year financial planning. The agency also notes that the canton’s spending responsibilities are predictable within Switzerland’s stable federal framework.

The canton’s liabilities and liquidity profile is supported by prudent debt and treasury management, low refinancing risk and strong access to domestic bank and capital-market funding. Fitch adds that substantial cash balances and flexibility in funding plans underpin Zurich’s liquidity position.

Zurich’s Long-Term Foreign-Currency Issuer Default Rating of "AAA" is based on the canton’s standalone credit profile and is not capped by Switzerland’s sovereign rating of AAA with a Stable Outlook. Fitch says no other rating factors affect the final rating.

In our earlier article on sovereign resilience in a higher-rate environment, we examined how geopolitical tensions and elevated public spending are increasing borrowing and refinancing risks for governments worldwide. We noted that persistent inflation shocks and higher debt-service costs can erode fiscal headroom and weigh on credit outlooks, with emerging and frontier markets especially exposed due to narrower revenue bases.
