U.S. Treasury, IRS designate new opportunity zones across all states for 2027 rollout
A renewed federal tax incentive is moving into its next designation cycle as the U.S. Department of the Treasury and the Internal Revenue Service assign Qualified Opportunity Zone status across the country. The new designations cover all 50 states, territories and the District of Columbia, and take effect on January 1, 2027 for a 10-year period.
Highlights
- Treasury and IRS designate 6,576 new Qualified Opportunity Zones effective January 1, 2027, including 2,594 rural tracts for extended benefits.
- The redesigned program, offering permanent incentives and a 10-year designation cycle, follows changes enacted under President Trump’s Working Families Tax Cuts.
- Over $110 billion in private-sector investment has flowed into Opportunity Zones since 2017, with expanded scope now covering 25,332 eligible census tracts, including 8,334 rural areas.
Designation plan and investment framework
As reported by U.S. Department of the Treasury, the new Qualified Opportunity Zone designations follow changes under President Trump’s Working Families Tax Cuts, which permanently renew the incentive, add enhanced benefits for eligible rural communities and create a redesignation process every 10 years.Treasury Secretary Scott Bessent says the revised framework gives investors, entrepreneurs and local leaders greater long-term certainty to commit capital to communities that have been overlooked. IRS Chief Executive Officer Frank J. Bisignano says the designations are intended to support long-term investment in underserved, rural and economically distressed areas.
The new designations remain in place for 10 years starting January 1, 2027. Treasury and the IRS say designation as a QOZ can help communities attract investment, create jobs, stimulate economic growth and expand opportunities for residents.
Rural scope and national reach
Federal agencies say the program builds on more than $110 billion in private-sector investment since the Opportunity Zone incentives were created under the Tax Cuts and Jobs Act of 2017.On April 6, Treasury and the IRS released a list of 25,332 eligible census tracts for nomination nationwide, including 8,334 rural tracts eligible for increased benefits under the updated law. On July 1, the agencies began accepting nominations from governors and the mayor of the District of Columbia, and an additional 130 eligible tracts, including 28 rural tracts, were nominated during the statutory window.
In total, 6,576 eligible census tracts are nominated by the end of the statutory window, including 2,594 rural tracts. All 6,576 nominated tracts are designated as Qualified Opportunity Zones effective January 1, 2027, extending the program’s reach to thousands of communities nationwide.
Our earlier coverage of the Philippine Social Security System’s investment strategy detailed how the state pension fund defended its equity portfolio after scrutiny over unrealized losses. SSS emphasized that paper losses are not cash losses unless assets are sold below cost, and pointed to decades of realized gains and recurring dividend income as evidence of a long-term, disciplined approach.
