Anflocor, PHINMA cement venture seen supporting Panabo industrial logistics
Industrial expansion in Panabo City is gathering around a planned cement facility and cargo infrastructure linked to a wider manufacturing and logistics hub in Davao del Norte. The project ties into Anflocor’s industrial estate near the Davao International Container Terminal and is positioned as part of a broader push to strengthen Mindanao’s role in Philippine trade.
Highlights
- ANFLO Management and Investment Corp. and PHINMA Corp.'s Philcement Corp. launched a P2 billion cement facility in Panabo City with a planned two million metric tons annual capacity, announced in 2024.
- Philippine Statistics Authority reported Davao Region's total external trade at $1.98 billion in Q4 2025, with Mindanao’s economy growing 4.69%, outperforming the national rate of 4.4%.
- As of September, Anflo Industrial Estate hosted 24 locators—70% export-focused—supported by a new 10-MVA Davao Light substation and a 1,300-cubic-meter/day water treatment plant.
Panabo project adds to industrial hub buildout
As reported by BusinessWorld, citing Damosa Land, ANFLO Management and Investment Corp. is developing a cement manufacturing facility and dedicated bulk cargo infrastructure in Panabo City through its previously announced joint venture with PHINMA Corp.’s cement subsidiary, Philcement Corp. The site is near the Davao International Container Terminal and the 63-hectare Anflo Industrial Estate, which is being developed by Anflocor’s property arm.Damosa Land says the facilities are intended to complement existing logistics, warehousing and manufacturing operations in the area. In a statement on Wednesday, Damosa Land President Ricardo Floirendo Lagdameo says continued investment in industrial and logistics infrastructure across the regions is needed to strengthen the country’s trade competitiveness.
The cement project was announced in 2024 as part of the PHINMA-Anflocor venture, with an estimated investment of P2 billion and planned annual production capacity of two million metric tons. The facility was previously targeted to begin operations in 2026, although the latest statement does not provide an updated construction timetable or opening date.
Trade and utility links support Mindanao growth
The development comes as trade activity in the Davao Region remains significant. Philippine Statistics Authority data show the region’s total external trade reached $1.98 billion in the fourth quarter of 2025, including $1.01 billion in export earnings, while Mindanao’s economy grew by 4.69% in 2025, above the national growth rate of 4.4%.In September, Damosa Land says the Anflo Industrial Estate had 24 locators, with 70% engaged in export-oriented manufacturing. Its tenants include coconut-based food exporter Novococonut, Inc. and cold chain operator GMAC Logitech Refrigeration Corp., which runs a facility with 12,000 pallet positions.
The PEZA-registered estate also inaugurated a 10-megavolt-ampere Davao Light substation to meet locator electricity needs, while Damosa Land partnered with Manila Water Philippine Ventures, Inc. on a water treatment facility with capacity of 1,300 cubic meters of treated water per day. Mr. Lagdameo says industrial projects outside traditional economic centers can help expand businesses, attract investment and support Mindanao’s long-term economic progress.
In our earlier article on planned Philippine government bond market reforms and expected index inclusion in early 2027, we explained how these changes could improve liquidity and broaden the investor base, but won’t automatically translate into stronger business investment. We also noted that turning cheaper funding and better market access into real growth still depends on credible policy, deeper local capital markets, and practical competitiveness drivers such as reliable infrastructure, ports, power and logistics.
