Ethereum Foundation releases new mandate outlining principles for network governance
The Ethereum Foundation's mandate clarifies its role in the ecosystem

On March 13, the board of the Ethereum Foundation released a new strategic document called the EF Mandate, intended to define the organization’s role within the broader Ethereum ecosystem. The foundation describes the text as a combination of a constitution, manifesto, and internal guide for its activities.

Highlights

  • The Ethereum Foundation published the EF Mandate outlining its mission and principles.
  • The document emphasizes user self-sovereignty, censorship resistance, and open-source infrastructure.
  • Critics note the mandate lacks concrete goals and measurable development targets.

The document aims to formalize the principles guiding Ethereum’s development and clarify how the Ethereum Foundation (EF) sees its responsibilities as the network continues to grow.

User self-sovereignty as the core principle

At the center of the mandate is the concept of user self-sovereignty. According to the foundation, Ethereum’s main mission is to build a digital infrastructure in which individuals retain control over their assets, identities, and interactions.

To achieve this, the EF highlights a set of fundamental properties the network must preserve, summarized under the acronym CROPS:

  • censorship resistance
  • open-source development
  • privacy
  • security

The document states that these principles should remain non-negotiable, even if maintaining them makes the network more complex to use.

Ethereum Foundation rejects role as network “Government”

A key theme of the document is the Ethereum Foundation’s effort to distance itself from the idea of being the governing authority of the network.

According to the mandate, the EF does not function as a central decision-maker but rather as a steward, responsible for protecting Ethereum’s original mission. As the ecosystem grows, the foundation suggests its influence should gradually become less central.

A response to changing technological and political conditions

The document also explains why the foundation believes such a statement of principles is necessary now.

The authors argue that the modern digital environment is becoming less transparent, with users increasingly dependent on systems they cannot verify or easily leave. At the same time, the rapid rise of artificial intelligence and large centralized platforms is concentrating technological power.

Against this backdrop, Ethereum is presented as an alternative digital infrastructure built around openness and decentralization.

Mandate stored on the “World Computer”

The Ethereum Foundation also announced that the mandate will be preserved on Ethereum infrastructure itself—often referred to as the “World Computer.”

Anyone will be able to read, interpret, and reuse the document. However, the EF clarified that the text is not intended to impose rules on the entire ecosystem but instead describes the principles guiding the foundation’s own work.

A manifesto rather than an operational strategy

Despite its ambitious framing, the EF Mandate reads more like an ideological manifesto than a detailed strategic plan.

The document contains few measurable objectives or specific implementation mechanisms. In addition, parts of the text adopt a philosophical tone—for example, describing the Ethereum ecosystem as an “Infinite Garden.”

Debate over principles and reality

Some of the ideas outlined in the mandate may also spark debate within the crypto community.

While the EF strongly emphasizes decentralization and censorship resistance, critics have previously pointed to the growing influence of large validators, infrastructure providers, and the foundation itself in shaping Ethereum’s direction.

As a result, many observers will likely focus less on the wording of the mandate and more on whether the foundation’s future decisions align with these stated principles.

A sign of a maturing ecosystem

Still, the publication of the EF Mandate marks an important moment in Ethereum’s evolution.

What began as a developer experiment has grown into a multi-billion-dollar ecosystem supporting thousands of projects worldwide. In that context, formalizing the network’s cultural and governance principles may represent a step toward a more mature institutional framework for the Ethereum ecosystem.
