U.S. spot bitcoin ETFs post biggest outflow since June as Senate vote stalls crypto bill
Bitcoin ETFs see record outflow

Regulatory pressure is weighing on digital-asset markets after the U.S. Senate fails to advance the Digital Asset Market Clarity Act. U.S. spot bitcoin ETFs record $450.33 million in net outflows on Tuesday, while tokens seen as more exposed to U.S. regulation fall more sharply than bitcoin.

Highlights

  • U.S. spot bitcoin ETFs saw $450 million in outflows on Tuesday, their largest single-day redemption since June 25 amid stalled Senate crypto legislation.
  • The Senate fell about 10 votes short of the 60 needed to advance the Clarity Act, sharply diminishing any prospect of crypto market structure reform passing before 2026.
  • Stellar dropped 9.6% and XRP lost 8.1% over 24 hours, as the majority of CoinDesk 100 constituents fell amid regulatory uncertainty and anticipation of the Fed’s rate decision.

Senate setback hits ETF flows and token prices

As reported by CoinDesk, citing SoSoValue, U.S. spot bitcoin ETFs shed $450 million on Tuesday, marking the heaviest single-day outflow since June 25 as lawmakers fail to move the crypto market structure bill forward.

The Senate falls around 10 votes short of the 60 needed to advance the Clarity Act, effectively ending the chances of market structure legislation clearing the chamber in 2026. Bitcoin trades at $75,679, little changed since midnight UTC after dropping following the vote, and remains 8% below its Sept. 4 high.

The broader market also stays under pressure. The CoinDesk 20 Index is down less than 0.1% since midnight after sliding 4.6% on Tuesday, its steepest decline since June 5.

Regulatory-sensitive tokens and Fed outlook in focus

Losses are steeper among tokens viewed as most exposed to U.S. regulatory treatment. Stellar falls 9.6% over 24 hours and XRP loses 8.1%, while 95 of the CoinDesk 100 constituents decline over the same period.

Attention now turns to the Federal Reserve, which announces its interest-rate decision later today. A rate increase has been the market's base case going into the meeting, adding another near-term risk factor for crypto investors.

Our earlier coverage of the Senate’s failed cloture vote on the Clarity Act explained how the procedural defeat kept the bill 10 votes short of advancing and extended the policy vacuum for digital-asset regulation. We noted the immediate market fallout in bitcoin and crypto-related equities, and highlighted that attention was quickly shifting to the House’s Bitcoin Reserve markup and the Federal Reserve’s rate decision as the next key volatility catalysts.
