As first reported by The Guardian, documents due to be published on Monday contain no record of measures taken to mitigate security concerns raised during the vetting process for Mandelson’s appointment. The broader release covers more than 1,000 pages of emails and WhatsApp messages between Mandelson, ministers, officials and advisers, and is expected to rank among the largest sets of papers ever laid before parliament.

The files are expected to include exchanges between Mandelson and senior figures in Starmer’s government, including former chief of staff Morgan McSweeney and cabinet members. People familiar with the matter say the messages contain unflattering remarks about the prime minister, although one person says there is no "smoking gun" and that Downing Street is instead preparing for politically uncomfortable revelations.

Some material is being withheld because of a Metropolitan Police investigation into Mandelson’s conduct in public office. He denies wrongdoing, while some redactions have also been agreed with parliament’s Intelligence and Security Committee on national security and international relations grounds.

Political fallout and appointment timeline

Lawmakers sought access to the papers after Mandelson was dismissed last September when new details emerged about his friendship with convicted sex offender Jeffrey Epstein. MPs used a humble address, a parliamentary procedure, to force publication of all documents related to the appointment.

An earlier batch of 136 pages released in March showed that internal vetting had raised red flags before Mandelson was appointed in December 2024. He formally took up the post in February 2025 and was later removed that September after documents released by the U.S. Department of Justice exposed the extent of his relationship with Epstein.
