Amid rising global tensions and continued pressure on U.S. military readiness, House lawmakers are backing a procurement-heavy defense plan focused on naval and airborne force projection. For the surface fleet, the measure authorizes procurement of two guided missile destroyers and grants multiyear procurement authority for future destroyers. Kelly says the mark authorizes more than $60 billion for shipbuilding and conversion, supporting future carrier procurement as well as the purchase of two amphibious warships, one frigate, two oilers, two submarine tenders and one anti-submarine warfare ship in FY27.
On aviation, the package maintains an elevated inventory of C-130 aircraft, supports V-22 safety investment, adds more P-8 aircraft and allows multiyear procurement for E-2D aircraft. It also requires an analysis of alternatives for next-generation airlift as lawmakers seek to renew airborne force projection capabilities.

Kelly says tensions over the past year reinforce the Marine Corps' role across a wide range of missions, prompting the subcommittee to support faster and more agile production and procurement of amphibious ships.
